Summary

Duties and Responsibilities Communication and Working Relationship Skills Provide and receive complex information when communicating with; senior managers, human resources, medical staff, estates officers, sustainability manager, other professions. Communicate effectively, adjusting communication style or method as appropriate to overcome barriers to understanding due to health conditions, complexity, or where English is not the first language. Develop effective communication with the wider cross directorate multidisciplinary team to maintain positive working relationships and service image. Work closely with external service providers, ensuring consistent provision by negotiating/agreeing service variations. Meet regularly with service providers to proactively resolve non-compliances, and identify improvements. Communicate effectively with external agencies in relation to waste management; e.g. Environment agency, Health & Safety Executive, Local Authorities etc. Represent the department at various local/regional meetings. Be proactive in identifying potential waste containment issues, liaising with the relevant Estates Officer and Ward/building Manager in respect of the safe control of waste materials. Analytical and Judgemental Skills Manage all aspects of operational waste management over the estate, ensuing all costs, quality, quantity and timing are within the agreed standards, and contract KPIs are met. Undertake disciplinary investigations requiring analysis of complex and conflicting facts or situations. Analyse and compare products such as UN tested and approved sharps containment & disposal for standardised use within the trust and provide recommendations to the senior lead for use based on legal compliance and risk verses effectiveness. Analyse, and interpret service data, providing regular reports to the Senior Lead on compliance with the trusts contract KPIs and legal responsibilities in relation to waste. Identify all waste streams being generated within the trust and ensure suitable legally compliant disposal routes are established for each. Review all waste management activities against HTM 07-01, and implement suitable control measures providing assurance of compliance, cross referencing with individual regulations where the HTM may be ambiguous. Ensure all tasks and processes within the area of responsibility are risk assessed, with hazards eliminated or controlled. Escalating any significant risks to the senior lead. Planning and Organisational Skills Plan and complete annual waste audits up to 12 months in advance, ensuring the availability and attendance of other disciplines required, and produce timely audit reports and action plans, with revisits to validate action progress as required. Plan and complete 5 yearly Pre-acceptance audits of all trust locations generating hazardous waste materials, ensuring copies are received by our relevant suppliers. Ensure that service developments within the Trust which impact relevant facilities services are proactively planned for in the most efficient manner and draft/obtain service variation requests. support the Facilities Lead Cleaning & Hygiene with the monitoring and auditing of facilities services in the community Assist in the timely collation and preparation of information necessary for completion of the annual Estates Returns Information Collection (ERIC) and Premises Assurance Model (PAM) reporting systems. The post holder will be required to carry out detailed risk assessments in relation to waste management activities. Work closely with external providers, and lead the operational implementation of waste related projects/contracts across the trust estate. Plan and implement controls, procedures and working methods in relation to waste management and portering services to maintain the target standards as set by the Senior Lead. Prepare and make necessary applications to the Environment Agency, e.g. Carriers Licence, Hazardous Waste Producer registrations, Exemptions etc. Responsibility for Patient/Client Care, Treatment and Therapy The post holder will be expected to engage with service users to provide advice about waste management that applies to them including re-cycling as part of ancillary services. Investigate and resolve complaints. This may be via phone, email, letter, in person, or via liaison with PALS depending on how the complaint is received. Responsibility for Policy and Service Development Implementation Implements policies for their own area and propose policy and/or service changes which impact beyond their own area of responsibility. Assist the Facilities Manager in reviewing and maintaining policies relevant to the role, e.g. Waste Management, Decommissioning, Contribute to the preparation of both internal and external service specifications, providing specialist technical advice on waste management Contribute to the development of standard operating procedures for the Facilities Service, ensuring their dissemination, implementation, and periodic review. Be proactive in the identification of any legislative changes potentially impacting operations to enable timely review of policy and procedures. Responsibility for Finance, Equipment and Other Resources Authorised signatory for the waste budget amounts of 5k and under. The post holder will be responsible for managing a delegated waste budget, escalating anomalies and cost pressures to the Facilities Manager. The post holder will make recommendations to the Facilities Manager on awarding contracts to prospective contractors. The post holder will provide advice on a variety of selected equipment i.e. waste receptacles, containment facilities. Contribute to the production of business cases and capital requests for facilities services as required. Assist with the operational management of the trusts outsourced waste and ensuring KPIs are met within the confines of the allocated resource. Organise ad-hoc portering and disposal requests utilising the most efficient provider, preparing estimates for approval, and associated recharges via the allocated accountant. Responsibility for Human Resources, e.g. Supervision, Training, HR Advice and Management Train staff that relate to own area of responsibility - relatively small groups e.g. one to fifteen people Assist the Facilities Manager with the development of internal training packages for waste management. Ensure that your individual performance at work complies with Trust policies and procedures. Provide waste and advice and guidance to trust staff. Undertake fact finds as required, e.g. concerns, requests for resolutions, and submit fact find reports to the commissioning manager. Present the fact find reports as appropriate within concerns or resolution meetings. [PB1] Support the Facilities Manager to implement the staff health and workplace attendance policy and procedures are implemented fully throughout facilities when requested, and are actioned and monitored. Ensure policies and procedures are disseminated through the teams, understood, and implemented. Support with Recruitment, selection, and appointing new staff, assisting with induction and job training when required Identify training and development needs for all colleagues within the post remit, reporting requirements to the Facilities Manager for inclusion into the service training needs analysis. Provide specialist technical support and advice to staff and managers pertaining to statutory compliance with waste management regulation. Contribute to the preparation of both internal and external service specifications, providing specialist technical advice of the services provided. Responsibility for Information Resources and Administrative Duties Frequently use computer software (MS and bespoke software) to create reports, spreadsheets, letters, documents, and posters relating to Facilities Services for the organisation Frequently use computer software to develop and maintain accurate data records to support the detailed and complex collation of information into the trusts various national reporting obligations, ERIC, PAM, Sustainability etc. Ensure that records are retained in accordance with Trust Policy and are stored in a manner that allows them to be easily located in the event of a Freedom of Information (FOI) request. Monitor and record decommissioning and disposal requests, recharges, and provide reports to the Facilities Manager as required. Produce quarterly performance reports of compliance against service specification KPIs. Responsibility for Research and Development Undertakes surveys or audits as necessary to own work. Support the Facilities Lead Cleaning & Hygiene with the monitoring and auditing of facilities services in the community Occasionally undertakes projects in relation to own role or wider Facilities Service as requested by the directorate or Facilities Manager Researches new equipment and working methods relevant to disposal, recycling and waste and advises of potential improvements. Freedom to Act The post holder is guided by regulations. Guidance may be provided by peers and external agencies. Manages own work within defined policies and procedures Deputise for the Facilities Manager or Facilities Lead Cleaning & Hygiene as required. Any Other Specific Tasks Required To carry out any other reasonable request of the Facilities Manager or Directorate. Attend training as appropriate to the role and level of responsibility.
