Summary

The Office of the Parliamentary Counsel (OPC) is part of the Government in Parliament Group, which also includes the offices of the Leader of the House of Commons and House of Lords, as well as the Whips offices in both Houses. The principal aim for the group is to successfully deliver the government’s legislative programme, as set out in the King’s Speech, and other Parliamentary business.

OPC is responsible for drafting all government bills and amendments, providing advice on legislative matters and Parliamentary procedure (both in relation to individual Bills and on the programme as a whole), and also to advise on constitutional matters (particularly in connection with Machinery of Government changes and Ministerial appointments).

The OPC is divided into teams of lawyers of varying SCS grades with a Director General leading each team and reporting to First Parliamentary Counsel.

The Support Office works by offering general assistance to the entire office and taking on work from the various SCS grades from within the team.

The successful candidate will focus on transactional accuracy, mastering office processes, and providing consistent support.

Administrative & Organisational Support

- Manage routine office logistics, including booking meeting rooms and coordinating official travel arrangements.

- Maintain and update internal records, including filling in annual leave charts and accurately recording time spent on projects.

- Manage the daily office rota of tasks, including the timely distribution of Order Papers, Hansards, and Business statements office-wide.

- Help with general IT requests, e.g., troubleshooting basic hardware/software issues, managing team access permissions, and providing Hybrid / Virtual meeting support.

Financial & Resource Support

- Process straightforward purchases for the team and office, such as stationary, publications, and courses.

- Accurately document all purchasing and work closely with the Finance Lead and the supervising EO.

Legislative Support & Quality Control

- Provide initial-stage proofreading of draft documents, focusing on ensuring quality control for spelling, grammar, and basic formatting.

- Assist Counsel by archiving correspondence relating to parliamentary bills under the direction of the supervising EO.

- Provide administrative support to the wider team, assisting with ADHOC tasks as directed by the EO.
