Summary

Regional Head of Delivery - Justice (Custody & Community)

Location: East Midlands (regional remit across custody and community services)

Contract: Full-time Permanent

Salary: £54,500

Are you a strategic, values-led leader with a strong track record of delivering high-performing justice services? We are seeking a Regional Head of Delivery to provide strategic and operational leadership across custody and community teams in the East Midlands.

This is a pivotal senior role with responsibility for leading the CFO Evolution Contract, driving performance, financial sustainability and service quality, while building strong relationships with commissioners, partners and stakeholders across the justice system. You will lead and inspire teams to deliver personalised, compliant and impactful services for those facing multiple barriers to engagement.

Key Responsibilities:

Leadership & Performance

* Provide strategic and operational leadership across custody and community delivery teams.

* Lead, motivate and develop senior managers and teams to deliver high-quality, market-leading services.

* Implement regional resourcing, workforce and operational plans aligned to contract requirements.

* Drive performance management in line with Ingeus competencies and values.

* Lead and manage change programmes, ensuring effective communication and engagement.

Financial & Commercial Management

* Deliver regional financial targets in line with agreed budgets.

* Develop, manage and monitor regional budgets, forecasts and variance analysis.

* Assess costs and benefits of regional initiatives to support sustainable service delivery.

Operations & Strategic Planning

* Oversee all aspects of service operations, ensuring compliance, quality and value for money.

* Promote effective multi-agency and supply chain working to enhance outcomes.

* Drive innovation and continuous improvement in response to operational challenges.

* Contribute to regional and national strategic planning and cross-divisional collaboration.

Contractual Performance & Quality

* Meet and exceed commissioner performance targets across all contracts.

* Manage performance of subcontractors and supply chain partners.

* Monitor contract performance trends, risks and mitigations.

* Ensure strong governance, risk management and quality assurance systems are in place.

* Ensure compliance with contractual requirements, policies and regulatory frameworks.

Partnerships & Business Development

* Act as a senior representative for Ingeus with commissioners, procurers and key stakeholders.

* Build and maintain strong relationships with CFO Commissioners and Contract Managers.

* Identify and contribute to new business and service development opportunities.

* Collaborate with partners to strengthen existing services and develop whole-system solutions.

We are looking for a leader who will bring:

* Significant senior leadership experience within justice, employability or complex public services.

* Proven track record of managing large-scale, multi-site contracts with financial accountability.

* Strong commercial and financial acumen.

* Experience working with commissioners, supply chains and multi-agency partners.

* Ability to lead change, drive performance and develop high-performing leadership teams.

* Strong commitment to improving outcomes for people with complex needs.

Due to the locations covered you will need to be able to travel across the wider East Midlands Region.
