Summary
The delivery of cadet and youth activities across diverse environments requires robust safety and environmental management systems to ensure the welfare of cadets, staff, and volunteers. This is a safety critical role responsible for the generation and implementation of the RNCF Safety and Environmental Management Plan (SEMP) which sets a clear vision for the future of safety governance across the collective enterprise, compliant with all legislative and policy requirements. The post holder will coordinate across RNCF, cognisant of Service, volunteer, and charity requirements.
The successful candidate will liaise with HQ Reserve Forces and Cadets in the MoD, the Marine Society and Sea Cadets (MSSC), Single Services, Director Personnel & Training SO1 Safety, and the Royal Navy Safety Centre to ensure coherence of safety strategy and policy development. They will inculcate a collaborative approach to cadet safety management including with all Heads of Establishments and HSEP leads where activity occurs. In doing so they will assure working practices, sharing best practice including LfE and seeking new ideas and opportunities to ensure the SEMP and individual behaviours contribute to a safe and secure environment.
The post holder will lead on safety governance to support Commander RNCF; primary tasks will be:
Principal Safety & Environmental advisor to Commander RNCF on all matters relating to the delivery of cadet outputs.
Interpret and assist with application of HSEP legislation; regulation; MoD policy; and HSEP training across the RNCF.
Act as the primary RNCF point of contact for associated stakeholders CESO RN, Navy Safety Director, RF&C and MSSC; internal and external regulators; and where necessary industry partners.
Own, develop and manage the RNCF’s SEMP engaging with partners to ensure coherence/adoption/adherence.
Manage HSEP matters across the organisation.
Liaise with Heads of Establishment where cadet activity occurs and relevant business leads (MSSC & P&T).
Coordinate across the RNCF, HSEP matters involving policy; risk; assurance; regulation; best practice; training; management of incidents, near-misses and learning from experience.
Convene the RNCF (termly) Health, Safety and Environmental Protection Working Group.
Represent RNCF at RF&C and MSSC HSEP meetings.
Deliver internal assurance audits of VCC and CCF as required, and support MSSC assurance.
Oversee RNCF risk management, representing as required at higher governance meetings.
Coordinate and prepare any RNCF submissions to the P&T Directorate input for the termly Navy Safety and Environment Board (NSEB), supporting NSE Working Groups and the monthly People & Training Management Board (PTMB).
Advise and support CCF/VCC Training Safety Advisors.
