About the role

Based in the heart of Westminster, the Independent Offices – the Civil Service Commission and the Commissioner for Public Appointments – are arms-length bodies connected by the shared goal of contributing to public confidence in the integrity of government.

The Commission’s new Business Appointment Rules (BARs) team provides independent advice on, and scrutiny of, the application of the BARs for civil servants, special advisers and diplomats. This important work rightly receives considerable scrutiny from the media, academics, and parliamentarians.

We are looking for a motivated and innovative leader to drive forward the work of this high-profile team at a moment of significant change and innovation – a unique opportunity to help deliver a government priority.

You will enable the Commissioner panel to make timely and robust decisions by overseeing the team’s risk-assessment, analysis and quality of advice. You will set direction over the Commission’s review of the BARs as they apply to senior civil servants. You will drive system innovation, including through exploring the implementation of AI into processes. You will work productively with government departments, senior civil servants and Civil Service Commissioners. You will contribute to excellent corporate leadership and culture-setting across the whole organisation.

The successful candidate will provide empowering leadership over a high-performing team of five (the successful candidate, an SEO and two HEOs and one EO).

In this role you will:

  • Lead and line-manage the Business Appointment Rules team in the Civil Service Commission – designing, implementing and monitoring a process for providing advice on the application of the Business Appointment Rules to the most senior Civil Servants.
  • Support the continuous improvement of the team’s approach to casework - improving processes to deliver increasingly higher-quality advice to shorter deadlines over time.
  • Lead on developing a policy position for the Civil Service Commission on wider reform of the Business Appointment Rules for civil servants.
  • Lead on information and data management - producing data to inform the quality and timelines of service delivery, management information for senior managers and Commissioners, and ensuring compliance with the Data Protection Act and Freedom of Information Act.
  • Build an effective relationship with Civil Service Commissioners, ensuring that they are fully supported in relation to Business Appointment Rules work.
  • Raising awareness of the Rules among Senior Civil Servants and ensuring that they are prepared to engage effectively with the Commission in relation to the Rules.
  • Providing leadership across the Civil Service Commission and deputising for the Grade 6 as required.
