Neway International are seeking an Outreach Family Support Worker – Social Care Non-Qualified to join our client Liverpool City Council.
Location: Liverpool North Connexions Centre, Utting Avenue East, Liverpool, Merseyside, L11 1DQ
Hours: 35 per week (2 days remote, 3 days office-based)

About the Client
Liverpool City Council’s Children & Young Peoples Services directorate is committed to safeguarding and supporting families across the city. The Early Help division provides targeted outreach services to prevent the need for statutory intervention, ensuring families access universal services and achieve positive outcomes.
The Role
As Outreach Family Support Worker, you will take whole case responsibility to deliver high-quality outreach and home-based Early Help support. Using a whole-family approach, you will provide targeted interventions to children and young people aged 0–25 and their families, helping to reduce risk, improve outcomes, and prevent escalation to statutory services.
Key Responsibilities
Act as case holder for complex cases stepping down from children’s social care, completing assessments and coordinating Team Around the Family (TAF) meetings
Provide intensive and targeted support to vulnerable children, young people, and families, including bespoke packages and programmes
Assess risk and need through Early Help assessments, adopting the role of Lead Professional where appropriate
Formulate and coordinate multi-agency support plans, reviewing progress within required timescales
Use de-escalation methods to manage challenging behaviour and promote positive family relationships
Align work to the Signs of Safety (SOS) model and use tools such as Family Outcomes Star to measure progress
Support families in developing practical parenting strategies and facilitate family meetings
Maintain accurate records on electronic systems, including plans, assessments, and chronologies
Promote safeguarding in line with statutory guidance and legislation
Contribute to service evaluation, development, and continuous improvement
Candidate Requirements
Experience of working with children, young people, and families in a support role
Strong knowledge of Early Help processes, including EHAT, TAF, and Lead Professional responsibilities
Ability to manage complex caseloads and deliver targeted interventions
Skilled in de-escalation, risk assessment, and multi-agency working
Excellent communication and interpersonal skills
Commitment to safeguarding, equality, and anti-discriminatory practice
Enhanced DBS required
