Neway International are seeking a Training and Development Officer – Adult Services to join our client Cardiff Council.
Location: County Hall, Cardiff,
Hours: 18.5 per week (09:00 – 17:00)
Start Date: asap, Initially for a 3 month contract that will be extended after review.
Pay Rates: PAYE £23.37 per hour / Limited/Umbrella £30.53 per hour

The Role
As Training and Development Officer – Adult Services, you will play a key role in supporting the professional growth of staff within adult social care. You will design, deliver, and evaluate training programmes that ensure compliance with statutory requirements and promote best practice across the service. This temporary role provides an opportunity to make a direct impact on workforce capability and service quality.
Key Responsibilities
Develop and deliver training programmes tailored to adult social care staff needs
Support the implementation of learning and development strategies across the directorate
Ensure training aligns with statutory, regulatory, and best practice requirements
Monitor and evaluate training effectiveness, adapting programmes as required
Provide advice and guidance to managers and staff on professional development opportunities
Contribute to the continuous improvement of adult services through workforce development initiatives
Candidate Requirements
Recognised qualification in Social Care or equivalent
Experience in training design, delivery, and evaluation within adult services
Strong knowledge of statutory and regulatory frameworks in social care
Excellent communication and facilitation skills
Ability to work collaboratively with managers and staff to identify training needs
Commitment to equality, diversity, and continuous professional development
