Salary: £37.25-£44.70 per hour PAYE with accrued holiday and pension contribution
Hours: 37 hours per week Monday-Friday
Role length: 3 months opening assignment

The role: You will support the conservation and improvement of Stoke-on-Trent's historic environment. The post focuses on engaging with owners of heritage assets, guiding them on maintenance and legal responsibilities, and taking enforcement action where required. You will handle planning enforcement matters, particularly those involving listed buildings, conservation areas and other designated assets. The role combines casework, site visits, stakeholder liaison and formal enforcement procedures.
Key Responsibilities:
Identify heritage assets at risk and engage proactively with owners, councillors, the Building Preservation Trust and other stakeholders.
Provide clear advice on planning enforcement, heritage policy and legislation.
Assess and handle planning and enforcement cases, including listed buildings, conservation areas and TPO matters.
Prepare and issue enforcement notices such as Section 215, PCNs, Stop Notices and Enforcement Notices.
Monitor compliance with planning conditions and obligations.
Prepare reports for committees, hearings and court proceedings, and act as a professional witness when required.
Maintain accurate records, update enforcement registers and contribute to performance management.
Support regeneration initiatives by offering planning input and identifying opportunities for investment.
Attend public meetings, consultations and community events, representing the service professionally.
What the client is looking for:
A relevant degree or equivalent qualification.
Eligibility for RTPI membership or a recognised planning enforcement qualification with strong enforcement experience.
Solid understanding of planning legislation, heritage issues and enforcement processes.
Experience handling planning or enforcement cases, ideally involving heritage assets.
Strong communication skills and confidence dealing with the public, Members, developers and partners.
Ability to manage a varied caseload and meet deadlines.
Good ICT skills, including planning and document management systems.
A proactive, practical approach to problem-solving.
Ability to travel efficiently for site work.
Desirable:
Prior experience working within a local authority planning or enforcement team.
Experience preparing evidence for inquiries, hearings or court.
Knowledge of funding streams or support mechanisms for heritage assets.
Understanding of regeneration and development pressures within urban areas.
