What's involved with this role:


JOB TITLE: Housing Welfare Rights Officer - DHP (Discretionary Housing Payments) Specialist
REF: Hackney 121322
Pay rate: Up to £164.60 per day PAYE
Contract Type: Temporary, Anticipated 4 to 5 months
Working Arrangement: Hybrid Working, with a minimum one in-person workday per week.
In order to apply for this role you will have previous experience working within social housing relating to Discretionary Housing Payments and supporting families to sustain their tenancies'.
The role:
On behalf of a local council, we are seeking a dedicated and empathetic Welfare Rights Officer to join the team as a Discretionary Housing Payments (DHP) specialist.
This is more than just a processing role; it's a chance to provide a vital lifeline to residents facing financial hardship. You will be at the forefront of the mission to prevent homelessness, using your expertise to help individuals and families sustain their tenancies and move towards long-term financial stability.
Key Responsibilities:


Evaluate residents’ applications for housing cost support, making fair decisions on DHP and discretionary funds.
Collaborate with residents to develop action plans (e.g. downsizing, increasing work hours) and coordinate with Benefits and Homelessness Prevention teams.
Prevent Evictions and liaise with landlords and partner agencies to provide joined-up tenancy support.
Write empathetic, easy-to-understand decision letters.
Identify unclaimed benefits and work with the ‘Here to Help’ team to support new applications.
Handle 10–15 resident cases weekly, ensuring accurate records and secure data handling.


What the client is looking for:


An experienced Welfare Rights Officer or Housing Benefits Assessor who is ready to specialise and make an impact
In-depth knowledge of Discretionary Housing Payments, with proven experience in making DHP decisions in line with policy and guidance
Proficiency in using benefits systems, especially Academy. Experience with Comino and Searchlight is also beneficial
A strong background in Housing Benefit and Council Tax Reduction assessments, including the ability to process Changes in Circumstances (CICs)
A comprehensive understanding of the wider welfare benefits system and a talent for spotting opportunities for income maximisation
Excellent interpersonal skills, with the ability to contact residents directly and provide empathetic, human-to-human support
A collaborative mindset and experience working with different service areas to achieve the best outcomes for residents.
