Job Title: Assistant Right to Buy Officer

Ref: Barking 1717-1

Pay rate: £16.60 per hour PAYE

Role length: Anticipated 6 months



The role:

We are seeking an Assistant Right to Buy Officer who will work within the Sales and Leasing Team facilitating the Right to Buy service, which will include assisting with the conveyancing, calculating sale offers and providing general advice and guidance to tenants looking to purchase through Right to Buy.

Although not directly responsible for the supervision of staff, you will be required to assist with the instructions of work to the valuers for valuations and landlord services officers for validation conditions of tenancy in relation to the Right to Buy scheme.

In order to carry out this role, you must have an understanding of Part V of the 1985 Housing Act and the Right to Buy Process.



Key responsibilities:

Assist with the development of all procedures relating to the processing of applications for Right to Buy applications as required by the Housing Act 1985 (as amended)
Assist the Right to Buy Leasehold Officers with the preparation of all work applicable to the sale of Council houses
To carry out all administrative duties in respect of Cash Incentive Schemes, Staircasing of Shared Ownership, rent to mortgage and other Low-Cost Home Ownership initiatives and prepare recommendations for acceptance onto schemes
To be first point of call for any enquiries and provide general advice either in person, in writing or by telephone on Right to Buy matters
To assist with the collection of financial and performance information relating to Right to Buy activity for the Senior RTB and Leasehold Officer and Senior Manager ensuring that all information held on data basis is current and accurate
To occasionally visit customers in their homes in order to verify customer information and validate that properties qualify for purchase under the scheme
To assist with verifying the information supplied at various stages of any application to ensure correct and accurate conveyancing instructions are given to the Legal Department within the statutory timescales and recorded onto main system
To liaise with external agencies including other Housing Associations and Local Authorities to verify applicant’s eligibility on to schemes and monitor accordingly
To assist with the provision of information to the Council’s Investigation team to prevent Housing Fraud in relation to the sale of Council property
To provide administrative support to the Sales and Leasing team as and when necessary



What the client is looking for:

An understanding of the Part V of the 1985 Housing Act and the Right to Buy Process
Experience of IT systems including Microsoft Office, databases and Housing Management systems
Ability to establish good relationships with customers and staff
Ability to build wide and effective networks of contacts inside and outside the organisation
Excellent verbal and written communication skills
Experience of dealing with members of the public in sensitive situations
