Job Title: Housing Solutions Officer
Ref: Luton 121100
Pay rate: £20.72 – £22.20 per hour PAYE
Role length: Anticipated 3 months
The role:
We are seeking a proactive and dedicated Housing Solutions Officer to join the frontline team to deliver a high-quality, customer-focused housing service with a strong emphasis on homelessness prevention, ensuring that care and support needs are addressed.
You will be an experienced Housing Solutions Officer possessing strong knowledge of housing legislation and welfare reforms, excellent communication skills, and the ability to manage complex caseloads.
Key responsibilities:
Make thorough enquiries into applicants’ housing circumstances to determine duties under the Homelessness Reduction Act 2017, Housing Act 1996 Part VII, and relevant case law and guidance
Manage a caseload of clients at risk of homelessness, identifying the root cause of their situation and developing Personalised Housing Plans
Carry out affordability assessments, arrange emergency or temporary accommodation where necessary, and coordinate support through partner organisations
Promote self-sufficiency by signposting or referring to appropriate support services (e.g. employment, health, education)
Liaise with landlords, social care teams, and legal professionals to advocate or mediate on behalf of clients and ensure the best possible outcomes
Represent the Council in court, safeguarding meetings, and panels where appropriate.
Deliver training and awareness sessions on homelessness legislation and procedures to both internal colleagues and external agencies
Participate in the out-of-hours housing duty rota as required
What the client is looking for:
Institute of Housing, NVQ Housing, or other relevant qualification or equivalent experience
Comprehensive knowledge of housing legislation, welfare reforms and Homeless Reduction Act
Ability to interpret, untangle and apply legislations and policies
Experience of partnership working, liaison and negotiation with external agencies and partners
Experience of managing complex client caseload and ad-hoc cases.
Demonstrable experience of working with vulnerable people with complex needs
Excellent communication and interpersonal skills and customer care skills and the ability to deal with challenging and disengagement behaviour
Proficient IT skills including Excel
Able to interpret financial data, maintain accurate data and report statistical performance information and data
