ROLE PURPOSE / SUMMARY The Mid and South Essex Integrated Care System comprises the Integrated Care Board (ICB), which is the statutory body for the NHS, and the Integrated Care Partnership (ICP), which is a committee of the ICB, and brings together key health, care, community and voluntary sector organisations across the area. The ICS has a bold ambition to deliver improved outcomes for our 1.2m population through our four Alliances, and we are placing clinical and professional leadership and the voice of our residents at the heart of realizing this ambition. This post is located in the Nursing & Quality Directorate of the ICB, which oversees those programmes of work which are cross-cutting and further support our systems maturity and development. The post holder will support the Director of Operations AACC and the Head of AACC to lead and manage the creation, continuous improvement and consistent use of change & programme management methodologies, governance and standards across the portfolio, setting and communicating processes and standards; and embedding good practice. The post holder will set and deploy standards for the delivery of ICB and MSE agreed system projects and programmes ensuring that programmes and projects are working towards successful outcomes, delivered on time and within budget through the use of best practice methods and high-quality outputs. COMPETENCY BASED KEY DELIVERABLES In conjunction with the Director of Operations and Head of AACC develop working practice and modernisation through working smarter, systems thinking and self-directed support. Support the Director of Operations and Head of AACC in developing and overseeing the portfolio of agreed ICB and system programmes of work. Lead and develop the change management & programme management functions within the ICB and as agreed across the MSE system providing cross-directorate support as required. Support programme leads to identify the scope, objectives and outputs of projects and prepare associated project documentation e.g. Business cases, project initiation documents, project implementation plans, benefits realisation and risk analysis plans. Embed robust governance and assurance processes to facilitate effective delivery of change/programme plans, and associated projects, including tracking action and monitoring progress/performance, escalation of issues and demonstrating the successes and benefits delivered from individual programmes of work. Develop and embed an approach that supports continuous improvement in programme management approaches through development of digital solutions, methods and tools used in the delivery of programmes for all directorates. Partner with project and programme leads to ensure change management is fully embedded leading to a change in system behaviour and culture. Responsible and accountable for decisions made during the course of their duties, escalating significant issues where appropriate Contribute to setting long term strategy ensuring the aims and objectives of the organisation/system are embedded and progressively built upon within the setting of the strategy, as well as taking responsibility for the implementation of one or more plans which align to this strategy Ensuring change and programmes of work are fully aligned with the requirements of the NHS Joint Forward Plan, ICS Strategy and NHS England policy requirements. Management of multiple members of staff Responsible for one or more budgets and/or income streams of delivery Can demonstrate and deliver acute business acumen in their area of responsibility ensuring value for money, understanding the business of partners and the driving factors for delivery in multiple sectors. Support service development, redesign and performance management for system wide projects from concept through to implementation, including changing working practice and system wide transformation.
