Job Description
Create, manage and supervise self-evaluation and continual improvement and modernisation plans by using benchmarking, auditing and evaluation.
Apply a solid understanding of project lifecycle delivery, technology and change management techniques.
Work with stakeholders, including people receiving services, to identify and implement (through policies, procedures, training, development events) all new national and local initiatives, driving change within Social Work.
Oversee and contribute to the development of Moray Children’s Services policy, procedure and practice guidance documentation and to ensure that all policies, procedures and practice guidance documents are complete, up to date and aligned with national and local policy and practice expectations.
Contribute to practice improvement and departmental adherence to national and local policy, procedures and guidance via the creation and delivery of practice briefings, training and development sessions.
Assist in the development and implementation of self-evaluation systems which demonstrate the impact of policy and services and highlights areas for improvement.
Support the development and improvement of Children’s Services across Moray through participation in specific management groupings and activities.
Contribute to partnership work across Moray by participating in multiagency groups and projects as required.
Oversee complaints management within Children’s Social Work and contribute to the production of reports and responses required by various legislation and public bodies.
Responsibilities

Oversee and contribute to the development of Moray Children’s Services policy, procedure and practice guidance documents are completed, up to date and aligned with national and local policy and practice expectations.
Creation of materials, staff briefings and delivery of training to support practice improvement.
Ensure children and families are sighted upon our policies to ensure that they know what they can expect from the service.
Manage the creation of materials to engage and inform people of services.
Ensure that children, young people and families participate in the creation and writing of policy, procedure and guidance.
Contribute and undertake self-evaluation activities with a view to develop, manage and deliver improvement plans.
Support the management group with the delivery of national and local initiatives, driving change within Social Work.
Progress reporting to committees and other forums.
Oversee complaints management within Children’s Social Work and contribute to the production of reports and responses required by various legislation.
Participate in management meetings and multi-agency forums.
Participate in multi-agency forums, representing the children’s services department.
Participate in ERDP programme.
Any other duties.
The Individual
Significant experience of managing projects, including options appraisal, business cases, monitoring and control.
Experience of working to develop policy, procedure and guidance.
Success in devising and implementing strategies and projects to improve outcomes. A proven record of effective partnership working.

Experience of analysing complex information in order to identify opportunities for improvements in outcomes experienced.
Qualification, training in programme or project management.
Degree level social work or relevant equivalent.
Critical understanding of social policy. Ability to respond to competing demands, prioritise self and work on own initiative.
Excellent communication and presentation skills – oral and written. Able to give compelling and simple presentation of information to a variety of audiences.
Able to develop approaches and methodologies to create evidence based outcome monitoring.
Ability to work under pressure to and to deadlines.
Ability of using a suite of programmes to support policy writing and maintenance.
Ability to absorb complex technical information and apply this effectively.
Ability to evaluate risk and to understand the implications and how it relates to corporate and departmental objectives.
Ability to keep own skills up to date and to maintain awareness of developments in social work services.
Ability to remain impartial and stand own ground.
