Summary

This is a unique opportunity to join DIO as the Technical Manager working as part of the Regional Technical Team (RTT) for Regional Delivery Scotland and Northern Ireland (RD S&NI). The RTT is a specialist team who provides technical guidance and expertise to support the delivery of both maintenance services and new construction projects across the Defence Estate as part of the Future Defence Infrastructure Services (FDIS) contract. 

As Technical Manager, you will work closely with Facility Management and Project Delivery colleagues, industry partners, contractors and suppliers providing technical leadership and advice. Working across a broad range of construction projects, you will ensure regulatory compliance with building standards, adherence to planned and preventative maintenance schedules and specifications and the management of safety alerts whilst improving sustainability and quality of the defence estate.

This is an exciting, varied and interesting role. Key responsibilities include:

Support an ethos of continuous improvement in technical compliance by providing expert advice and guidance across the Region.
Resolution of technical challenges, including contractual interpretation of technical standards, and implementation of solutions.
Management of the Safety Alert process across the Region, engaging with and holding to account, suppliers, operational teams, and Customers end users; to identify and manage health and safety risks.
Manage and oversee maintenance schedules, leading and conducting reviews as necessary to ensure effective implementation.
Conduct data analysis utilising various information systems to drive improvement of asset and contract management.
Use Facilities Condition Management tools to analysis and identify equipment and infrastructure life cycle replacement.
Monitor and report the progress of Regional Technical Team assurance checks and resulting actions. Ensure consideration and implementation of findings as appropriate including generation of Assurance Reports, issuing of Early Warnings, organising and managing the Risk Reduction process.
Assist with standardisation of in-house technical publications such as (Joint Service Publications, Technical Standards/Bulletins, Safety Alerts, and Information Notices) through engagement and feedback with various DIO departments.
Support delivery of new build and refurbishment projects and drive quality control improvements through desktop, site inspections as well as taking the lead with BIM/COBie.  
Represent the Region at national technical compliance working groups, promoting coherence and coordinating input of multidisciplinary colleagues within the Regional Technical Team. 
Develop effective working relationships with the Technical Services Team specialists ensuring the Region benefits from the timely advice, as well as developing the region’s technical capabilities through knowledge sharing. 
Conduct periodic reviews to confirm suitability and adequacy of management plans produced by supply chain.

With projects based at military sites across Scotland and Northern Ireland, travel will be required to inspect buildings, infrastructure and projects, many of these sites are remote so a driving license is essential.

This position is advertised at 37 hours per week.
