The Fuels Manager is part of the Northern Ireland Garrison Support Unit (NIGSU) Quartermaster’s Department and is responsible for efficient management of the Fuels & Lubricants sections at Aldergrove Flying Station, Thiepval Barracks Lisburn, Palace Barracks Holywood and Abercorn Barracks Ballykinlar, ensuring the safe and efficient use of the facilities, whilst adhering to all current regulations and legislation. The Job Holder will also be a Pollution Control Officer.
Hazardous environments that contain products classified by the Energy Institute (EI) as class I, II or III are to be managed/supervised by a person who has been formally trained and deemed as a Suitable Qualified and Experienced Person (SQEP) - as Fuels Manager you will lead and ensure all areas are covered by a suitably qualified person.
Key responsibilities:
Oversee the line-management of the installation operators and coordination of their in-unit Fuel & Lubricant (F&L) training.
Ensure Risk assessments are in-date and reviewed annually.
Act as the Operating Authority (OA) for the Bulk Fuel Installation (BFI) Fuel Manager when required.
Ensure that all accounting procedures for F&L products are followed.
Ensure all F&L products and gases are stored and used in accordance with Joint Service Publications (JSPs).
Responsible for the co-ordination on site Fuel & Gas Safety Regulator (FGSR) and Inspectorate activity.
Ensure that maintenance tasks are carried out by the Maintenance Management Organisation (MMO).
Maintain a Professional Inspection of Fuel Installations and Flammable Goods Stores Report, containing a valid Certificate of Fitness for continued use.
Maintain Electrical Test Certificates.
Subject Matter Expert (SME) for fuel regulations and provide input on unit siting boards for new buildings.
Act as the Pollution Control officer (PCO) for Aldergrove Flying Station (AFS) and be on rotation for PCO 24/7 responsibilities.
Carry out an annual Aldergrove unit spill response tabletop/practical exercise.
As Hazardous Waste Manager, ensure the correct disposal of hazardous waste products adhere to current legislation.
Maintain overview of fuel stock levels of all Northern Ireland fuel sites to ensure outputs are not affected by lack of fuel.
Ensure risks are added to the Northern Ireland Garrison Support Unit (NIGSU) risk register as required.
Oversee the fuels supervisors to ensure that the Bulk Fuel Inventory System (BFIS) is updated daily.
Have an overview of the Ground Fuel Management System (GFMS) and the Exclusive Refuelling Information Computer (ER-IC) system to assist the Bulk Fuel Installation (BFI) supervisor.
Ensure appropriate Personnel Protective Equipment (PPE) is used correctly, checked monthly and recorded correctly.
Act as the building custodian for relevant buildings/installations.
Mandatory training as per current MOD policy.
