The Home Office works to build a safe, fair and prosperous UK. We achieve this through our work on counter-terrorism, policing, fire, crime, drugs policy, immigration and passports.

Home Office Digital, Data and Technology designs, builds and develops services for the rest of the department and for government. Every year our systems support up to 3 million visa applications, checks on 100 million border crossings, up to 8 million passport applications and deliver 140 million police checks on people, vehicles and property.

Quality, Standards and Assurance (QSA) has a mission to improve quality and reduce risk for our users by increasing the focus on defined quality standards, with controls, measures, and effective assurance practices. To do this, QSA is helping to build and implement a consistent “3 lines of defence” assurance model across DDaT.

This means providing independent assurance across DDaT functions whilst maintaining important relationships with stakeholders including senior managers, technical experts, product teams, the Government Internal Audit Agency and external auditors.

As a DDaT Risk Lead, you will coordinate management of DDaT strategic risks and provide 1st line governance and assurance to ensure effective risk management controls are in place. You will support Directors and Deputy Directors in the identification and mitigation of risk that may threaten the successful delivery of DDaT’s strategic objectives.

Based in the DDaT Chief Technology Office (CTO), you will work with Directors and unit level risk leads within the DDaT Risk Network (c. 20 individuals) to ensure that strategic level risks are being managed to the standard outlined within the Home Office Risk Policy and working to achieve and maintain Level 4 Risk Management Maturity.

You will take a business and action-focused approach to risk management to bring a positive impact on delivery across DDaT.

You will provide assurance and guidance across unit level risk functions across DDaT to bring consistency and continuous improvements across risk management activities.

You will work collaboratively to drive an active risk management culture, helping to promote the benefits and opportunities that effective risk management can provide to support successful delivery.

You will create a safe space to provide constructive challenge, help resolve any issues, share success and best practice and identify any pan-DDaT improvement opportunities.

You will have a background in risk management, knowledge of government regulatory environments and knowledge of compliance standards across organisational functions (operations, corporate governance, finance).  

You will also have a knowledge of risk assessments and controls. 

As a single point of contact on risk for DDaT you will play an influential role in championing and promoting risk management to directly support the delivery of Home Office objectives.

You will also work with wider governance and assurance bodies across the Home Office, including the Audit, Risk and Assurance Committee (ARAC) and audit teams such as NAO and GIAA, as the risk subject matter expert for DDaT. 

Key Responsibilities

Your main day to day responsibilities will be (but not limited to): 

  • Acting as gatekeeper, co-ordinating and facilitating effective risk management activities in line with Home Office Enterprise Risk Management Framework and DDaT Risk Management Handbook.
  • Working with Directors and HO Central Risk Team, leading the co-ordination of monthly updates to DDaT owned, HO Principal risks. Ensuring updates are actioned, quality assured and authorised through relevant channels, in line with agreed process and schedule.
  • Co-ordinating and monitoring updates to the DDaT Strategic risks. Ensuring updates to risks, controls and mitigating actions are completed in line with agreed schedules.
  • Facilitating regular risk workshops ‘horizon scanning’ activities and ‘deep dives’ as required. Ensuring all risks identified align to and continue to support achievement of business objectives and to enable on-the-ground progress and opportunities to be quickly identified and issues or blockers understood and swiftly addressed.
  • Ensuring risks are articulated, assessed, quantified, and evaluated to a consistent standard in line with the Home Office risk management methodology.  Providing constructive challenge on any areas of non-compliance identified.
  • Supporting the Grade 6 QSA Principal in reporting requirements including representing DDaT QSA on cross Home Office Chief Operating Office forums.
  • Representing DDaT at the Risk Tooling steering group (Governance Risk and Compliance Steering Group).
  • Line management of an SEO whose remit will be support co-ordination of risk across DDaT.

Other day to day activities may include (but not be limited to):

  • Co-ordinating and chairing the monthly risk management checkpoint call with the DDaT Risk Network. 
  • Leading on supporting continuous improvement and further development of risk management maturity across DDaT.
  • Facilitating regular risk reviews at DDaT SMT meetings, highlighting common trends and themes; and including any risks escalated by DDaT business areas for information or decision.
  • Other day to day activities may depend on the delivery approach, business area or requirements of the DDaT SMT including targeted assurance reviews covering any aspect of risk management.

Working Pattern

Due to the business requirements of this role, it is only available on a full-time basis.
