Midlothian Council is seeking an Empty Homes, Retrofit and Common Repairs Case Officer to join our effective and client focused Development Team, supporting and leading on capital project delivery on behalf of the local authority, as we seek to deliver affordable homes to meet the needs of Scotland’s fastest growing local authority.
As Empty Homes, Retrofit and Common Repairs Case Officer, the postholder will work towards delivering the outcomes of the Councils Local Housing Strategy to promote a supply of good quality affordable housing across all tenures by bringing empty homes back into residential use and roll out of energy efficiency measures across residential housing stock in Midlothian.
You will be responsible for developing the Midlothian Empty Homes database and to monitor, analyse and provide information to report on progress and trends. The role will involve stakeholder engagement; financial and grant funding management; and reporting and communication. You will be required to ensure projects deliver quality outcomes, meeting specified outcomes, and adhere to Midlothian Council’s internal governance processes.
The Council has a wide range of projects to deliver including a leading edge affordable housing supply programme, the delivery of Destination Hillend, town centre regeneration, net zero retrofit and asset rationalisation programmes
KNOWLEDGE
The jobholder requires a good standard to HNC/SVQ3 level or an acceptable equivalent qualification or relevant experience to this post. Specific knowledge of Housing Act / statutory responsibilities are required as well as knowledge of empty homes and private sector housing and other specific legislation. Should be actively taking ongoing continuous professional and personal development. Should understand relationship between costs, quality and customer care and performance and have active desire to provide effective customer centred services. Knowledge of Microsoft 365 and database systems essential.

Please note that it is Midlothian Councils policy that successful applicants will be appointed to the first point on the salary scale.
Based on 36 hours over 52 weeks per year, the minimum actual salary for this position is £34,207.12 per annum.
Responsibilities
Compliance with the mandatory Cabinet Office PSN (Public Sector Network) Code of Connection requires the Council to meet a baseline personal security standard. This requires completion of a disclosure check for all employees who can access official information. The fee for this PSN Disclosure check will be met by you.
Please note that Disclosure Scotland has changed the way certificates are issued. You will be notified by email from Disclosure Scotland that your certificate is available to view. Once you have viewed your certificate you will be allowed to share this with your employer and it is only available for 14 days from the first day you have viewed the certificate. If you do not grant access to Midlothian Council to view before access is removed, a further application will need to be generated, and this will incur an additional cost.
