£26-28 per hour PAYE

Hybrid working - ideally 2 day per week in the office (Coalville)

Flexible working hours available

The role: As Transactional Finance Team Manager, you will lead and oversee critical areas of the Council’s finance function. This includes managing and continually developing the transactional finance team, responsible for end-to-end processes across Payroll, Income and Banking, Debtors, Creditors, Procure-to-Pay, Suspense Accounts, and Reconciliation. You will ensure the delivery of an efficient, customer-focused, and fit-for-purpose service that meets all key performance indicators. In addition, you will safeguard compliance with national legislation, council policies, and statutory timetables, while upholding the highest standards of financial integrity, transparency, and service excellence.



Key accountabilities:

Lead and manage the transactional finance team, fostering a collaborative, supportive, and delivery-focused culture.
Ensure staff across the wider Finance Service contribute effectively to key financial responsibilities.
Drive financial excellence by optimising processes to support strategic goals and community impact.
Set and review stretch targets, monitor performance, and resolve issues to deliver efficient, end-to-end processes.
Implement robust financial management systems with strong internal controls to ensure efficiency and compliance.
Oversee month-end and statutory reporting to ensure accuracy, integrity, and adherence to best practice.
Establish clear, efficient processes to ensure income and expenditure are recorded correctly, supporting accurate ledgers and management dashboards.
Monitor and report on KPIs and Critical Success Factors, keeping performance data up to date and targets under regular review.



Key criteria:

Extensive knowledge and understanding of financial management within local government, including the use of financial management systems and providing timely financial information and advice to managers, officers and elected members.
Demonstrable experience of effectively managing a team of staff
Effective interpersonal, networking, and influencing and negotiation skills,to foster strong relationships and partnerships internally and externally
