What's involved with this role:

Job Title: Licensing Enforcement Officer

Ref: Brent 5274726

Pay rate: £23.07 per hour PAYE

Hours per week: 36 Hours per week, Monday to Friday

Role length: Anticipated 12 months

Working arrangement: Based mainly out in the field and expected to work some evenings, late nights, weekends and events

Additional requirements: Driving Licence is required



The role:

We are seeking a proactive and dedicated Licensing Enforcement Officer to focus solely on street trading and businesses that obstruct the highway.

This key role will involve issuing Fixed Penalty Notices (FPNs), conducting proactive checks on high streets, and targeting illegal street trading activities.

The successful candidate will help maintain the appearance of the public realm by addressing issues that contribute to an unsightly environment, ensuring the safety and accessibility of the streets.

You will need to have a good understanding of the street trading legislation in London.



What the client is looking for:

Relevant degree or equivalent
Licensing Practitioners Qualification & Nebosh
Knowledge and understanding of the legislation, regulations, codes of practice and hearing arrangements relating to licensing
Knowledge of the required standards of evidence, Police and Criminal Evidence Act, Criminal Investigation and Procedures and enforcement record-keeping
Knowledge of street trading legislation
Significant experience of carrying out risk-based licensing inspections and investigations in line with the career structure
Excellent interpersonal skills to engage with traders, event organisers, and the public
Capable of de-escalating tense situations and resolving disputes diplomatically
Clear and professional written and verbal communication for reports and correspondence
Experience of using electronic records/data/workflow systems
Ability to assess organisation and operational risk, including enforcement
Able to carry out risk-based licensing inspections, surveys and investigations in a variety of premises in line with the career structure. This includes the gathering and preparation of evidence, carrying out PACE interviews, taking statements, compiling reports, attending court and giving evidence.
The ability to effectively plan and programme workload to ensure that reporting, case and hearing deadlines are met
Able to be the council expert, giving specialist licencing and enforcement advice and guidance to applicants, objectors, Councillors and colleagues on licensing law and process
Skilled at presenting evidence to Courts and Committees or at public enquiries
Able to withstand the physical demands of the job, including standing for long periods in all weather for extended periods, lifting goods and recovered items and wearing protective jackets
