The role:
On behalf of a local council, we are seeking a Envirocrime Enforcement Officer to work as part of an area-based generic team, undertaking enforcement duties in relation to refuse, fly tipping, fly posting, litter, dog fouling, graffiti, abandoned vehicles, cars for sale, illegal trading and general and highway enforcement duties to ensure the Council’s statutory functions are complied with.
You will also monitor the performance of contractors providing contractual services in relation to refuse collection, cleansing, recycling, removal of abandoned and other vehicles, ensuring all services are planned, procured and delivered within the spirit of the Best Value and in a customer orientated manner
Key Responsibilities:
Develop, implement, and evaluate a borough-wide enforcement strategy, including integrated area-based inspections covering cleansing, refuse, trading, parking, abandoned vehicles, flyposting, and related issues.
Incorporate public concerns into enforcement priorities, organise surveys, and deliver special projects with community involvement to improve the local environment.
Lead on the full legal process—surveillance, interviewing, cautioning, reporting, serving summons, court appearances—and issue penalties or prosecute under relevant legislation.
Liaise with Legal Services, Environmental Health, Waste, and other agencies to ensure a coordinated enforcement approach and support bylaw development and licensing functions.
Monitor enforcement and contractual performance, develop quality procedures, manage contractors, and ensure administrative/technical systems support a performance culture.
Authorise skips, scaffolding, and temporary structures; inspect collections and highways; identify urgent repairs; and oversee inspections of refuse, flytipping, highways, trading, and open spaces.
Coach staff, provide training, deputise for the Area Manager, handle complaints, attend stakeholder meetings, and manage workload effectively in a pressured, customer-focused environment.
What the client is looking for:
Experience of contract management and/or enforcement or comparable field
Knowledge of relevant legislation e.g. Environmental Protection Act, London Local Authorities Act, Highways Act, New Roads and Street Works Act and other legislation
Experience of dealing with public, particularly in sensitive situations
A working knowledge of the Police and Criminal Evidence Act 1984
Knowledge of court procedures and giving evidence
Knowledge of contract management procedures
Ability to liaise with other stakeholders e.g. council departments, contractors, the police to develop an integrated multi agency approach to enforcement issues.
Ability to converse with the public with empathy and tact and in sensitive environment.
Ability to prepare accurate and concise reports
Use of I.T systems and an ability and willingness to learn and adopt to change.
Ability to remain focused when dealing with unhelpful, abusive, intimidating or anti-social behaviour.
