We are seeking a dedicated professional to join us as a Senior Contracts & Compliance Officer, taking a lead role in overseeing the daily operational management of waste services and contracts.

Salary: £39,862 to £42,839 per annum

Contract Type: Permanent

Working Pattern: Full-time (37 hours per week)

Location: County Hall, West Street, Chichester, PO19 1RQ

Interview Date: Tuesday 23 September and Wednesday 24 September 2025

This role involves traveling throughout the county for visits, attending meetings and events, and working at various locations across the county. Some flexibility in working outside of regular hours may be necessary to accommodate the needs of the service.

Regular attendance at your designated base location will also be necessary, and there will be opportunities for remote work. Final arrangements will be confirmed with the successful candidate.

You will need to be able to travel independently around the county, including to areas that may not be easily accessible by public transport. Pool cars and pool bikes available.

About the Job

Our work in the Recycling & Waste team and any given day can often feel quite different from the next! There will be some key responsibilities likely to feature in this role, including:

  • Supporting the Strategy and Performance Manager by offering specialised expertise and guidance on operations, performance, procurement, policy, statutory duties or powers, emerging developments, and best practices to senior colleagues and external stakeholders.
  • Coordination of multiple specific projects, including the procurement and enhancement of contracts within Recycling and Waste Services, contributing as part of the broader waste team to the long-term vision and strategy for sustainable resource management in West Sussex.
  • Monitor the daily operations of various waste contracts and infrastructure, ensuring compliance with all relevant standards, including health and safety, user satisfaction, site inspections, customer service requirements, as well as identifying opportunities for future development and cost savings.
  • Design methodologies and conduct research to analyse and interpret diverse and complex information (e.g., performance indicators, financial spreadsheets, postal surveys, and focus groups), ultimately developing strategies, solutions, and proposals for the long-term.

Required Qualifications and Skills

  • Degree, or equivalent qualification or experience, demonstrating a proficient level of applied knowledge in researching, analysing, and evaluating arguments and information.
  • Postgraduate qualification in a discipline related to Waste Management or equivalent experience.
  • Extensive experience in waste contract management, evidenced by effectively monitoring and managing complex contracts to ensure they meet clients' requirements and business need.
  • Highly computer literate with sound and accurate IT skills to carry out research, analyse highly complex data, information and other documentation, produce reports and create electronic presentations.
  • Demonstrate good networking skills and openness to collaborating with multiple stakeholders.
  • Show a proactive approach, initiative, and willingness to explore new ideas, while actively listening to and incorporating feedback.
  • Effectively manage competing demands while remaining composed under pressure, supporting colleagues, and fostering a collaborative team environment.
