    GMCA is searching for a high-calibre Delivery Manager to help turbocharge delivery of its ten-year plan to drive growth by delivering tens of thousands of new homes, creating thousands of good jobs through major new employment sites, and unlock massive private sector investment.

    The Delivery Team has three critical objectives:

    • To support GM’s development aspirations, including the use of capital and revenue funding to drive the delivery of development opportunities
    • To own relationships with key stakeholders, including local authorities, Homes England, and Transport for Greater Manchester
    • To drive forward initiatives that support the GM Strategy


    Key Deliverables:

    • Support the delivery of priority development projects identified in the GM Integrated Pipeline and the objectives of the GM Strategy
    • Engage with and support discussions in relation to planning transport and wider infrastructure investment to enable delivery of development projects
    • Formulate development appraisals and viabilities and assess development risk
    • Own development and delivery of de-risking strategies (e.g. securing planning, carrying out demolition works, delivering infrastructure, etc.) to prepare projects for the market
    • Take a lead role in the procurement and management of consultant teams and other relevant advisers to support the work of the team
    • Draft papers to obtain committee and Board approval for projects at key stages
    • Cultivate a strong professional network of stakeholders to maintain a high profile for the GMCA
    • Face-off with developer partners to ensure that obligations and timelines are adhered to
    • Proactively engage with corporate colleagues to be able to respond to key programme messages and guidance
    • Represent GMCA where directed and advocate GMCA’s role in delivering its development aspirations, supporting devolution and local growth
    • Multi-site working including attendance at housing sites on occasion


    Key working relationships and contacts:

    • Corporate Directors, Heads of Service, Planning (& related technical) Officers, and Members in Local Authorities
    • Key senior representatives of external stakeholders including Government Departments, housebuilders, private developers, landowners, investors, registered providers, and national organisations such as Homes England, the Environment Agency, National Highways, and Network Rail


    The successful candidate will have the following background and experience:

    • Degree level education/equivalent and considerable experience within the development industry
    • Appropriate professional membership, MRICS or MRTPI being desirable.
    • Thorough knowledge of the development industry and process, including pre-acquisition, land transactions, de-risking, and construction
    • A demonstrable track record in delivering residential, economic, or regeneration-based development
    • Experienced project manager, able to demonstrate delivery of projects to time and budget in a structured project management environment
    • Experience of managing complex projects or programmes with multiple stakeholders and funding strands
    • Working with stakeholders from different backgrounds (private, voluntary and public Experience of managing budgets including external funding and financial reporting.

    • Experience of developing strategic relationships across stakeholders and at all levels in order to persuade, negotiate and influence
