DWP is looking to fill 3 roles in Contract Management and Partner Delivery directorate.

Contract Management and Partner Delivery (CMPD) has overall responsibility for the effective contract management of external suppliers delivering specialist services for our most vulnerable customers, including those who are disabled, have health conditions or are in long term unemployment. This includes performance management, continuous improvement and ensuring every payment made to an external provider is a valid one. We are also directly responsible for the delivery, through Local Authorities (LAs), of Housing Benefit (HB) and discretionary housing payments; for developing new IT capability to support HB delivery and supporting LA revenue and benefit teams as Universal Credit and other welfare reforms are delivered.

What about the day-to-day?

Applicants can expect to lead and/or contribute to the following:

HAAD (Quality Performance Manager):

  • Confidently engage with stakeholders and suppliers, both internally and externally and at different levels.
  • Constructively manage conflicting stakeholder and supplier views to drive forward key areas of work – influencing and negotiating where appropriate.
  • Take the lead on key areas of work to drive forward your areas of responsibility.
  • Communicate confidently both with suppliers within your own team and wider e.g. more senior colleagues.
  • Present your work confidently to internal/external stakeholders and suppliers, being prepared to respond to questions.
  • Handle multiple and/or competing activities, demonstrating the flexibility to shift between different tasks and business areas as required.
  • Have an awareness of wider business and supplier issues and a consideration of other priorities.
  • Communicate with confidence both verbally and in writing to influence key decisions and drive activities forward.
  • Draft formal documentation in line with legal, commercial and policy requirements (e.g. preparing board papers and responding to ministerial requests etc.).
  • Articulate your business area’s role and understand how it fits into the wider departmental picture.
  • Drive quality improvement by holding suppliers accountable against contractual measures.
  • Work collaboratively with suppliers on understanding root cause analysis and implementation of appropriate improvement measures.
  • Analyse data and use MI to understand performance trends and emerging risks.
  • Ensure that contractual quality and consistency standards are measured in line with contractual obligations and departmental policies and procedures.
  • In addition, the role may require specific ad hoc duties, as and when required and in line with operational needs. Some travel will be required which may require overnight stays e.g. to meet with suppliers.

EAD (Performance Manager/ Relationship Engagement Lead):

  • Lead on key areas of work and drive forward your areas of responsibility (which may include a contract or portfolio of grants).
  • Lead confidently the engagement with both internal and external stakeholders including Suppliers and/or Accountable Bodies and maintain strong and effective working relationships.
  • Develop communities of practice/forums to share good practice, improve performance and value for money.
  • Ensure business targets and objectives are met in line with original assumptions, funding, and contractual/grant funding obligations.
  • Handle multiple and/or competing activities, demonstrating the flexibility to shift between different tasks and business areas as required.
  • Source evidence from different streams, including performance data, supplier/delivery partner feedback and analysis, to make informed decisions to continuously improve and drive activities forward. 
  • Confidently analyse and interpret data.
  • Challenge and inspire third parties (Suppliers and Accountable Bodies) to drive performance improvements where needed, identifying innovative solutions and escalating risks as appropriate.
  • Draft briefing material and formal documentation in line with legal, commercial and policy requirements in addition to responding to ministerial requirements.
  • Prepare board papers and attend/contribute to governance meetings, providing appropriate challenge to ensure robust scrutiny of programme performance and compliance.
  • Have an awareness of wider issues and potential risks to the successful performance of programmes including ways to mitigate and manage these risks with consideration of other priorities.
  • Establish and develop the key steps required to progress work strands and confidently feed into planning and design activities, ensuring third-party processes and their requirements are considered.
  • Evaluate the efficiency and effectiveness of processes in place to support programme delivery and identify opportunities for refining and continued improvement. 
  • Support Grade 7, SEO, and collaborate with other HEOs across the country to optimise programme performance.
  • Frequent travel will be required as part of this role which may require overnight stays in line with business need/demand.
