The number one goal for this new organisation is to build and maintain trust with its users. Effective, open and transparent communications will play an important part in this.
The Communications and Engagement team sits at the heart of the IBCA to ensure we explain the new compensation scheme with clarity, simplicity and effectiveness.
Opportunities to move to the new Infected Blood Compensation Authority (IBCA). At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.
Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.

This role is responsible for planning and delivering internal communications for the Infected Blood Compensation Authority (IBCA). You will help ensure our communications effectively support the development of IBCA and the creation of our compensation service while also supporting corporate priorities and helping IBCA be a great place to work.
Your main role will be to shape and deliver the communication strategy and internal voice of the organisation through a programme of channels, products and events. This will include developing and delivering proactive digital comms, internal events and guidance to ensure transparency and build trust in the IBCA.

The primary role for the job holder will be in internal communications, but you may also be asked to support some of our key external and campaign activities.
The job will require the candidate to:
- Deliver on the internal communications strategy, putting in place internal communications channels, content plans and monitoring required;
- Draft and deliver clear, accurate and effective content for internal and external communication campaigns;
- Build and maintain strong relationships across the organisation;
- Provide strategic communications advice, counsel and constructive challenge to senior managers and others as required on how communications can help support IBCA objectives;
- Ensure proper use of insight and evaluation across to inform future work and demonstrate effectiveness;
- Contribute to strategic plans, evaluation documents, reports and other IBCA communications materials and briefings;
- Plan and oversee the delivery of integrated communications for IBCA, covering both internal and external audiences across multiple channels;
- Lead campaign delivery, identifying opportunities to promote IBCA messages and support those we serve.
- Foster a positive and inclusive team environment that promotes wellbeing, collaboration, and a supportive culture aligned with departmental values.
