Homeland Security Group’s (HSG) mission is to reduce homeland security risks to the UK’s people, prosperity, and freedoms. This includes risks from terrorism, state threats, economic crime, and cyber-crime. We provide systems leadership across government and deliver strategic initiatives, collaborating closely with operational partners, the Intelligence Agencies, and other external organisations to protect the UK.

Within the Homeland Security Group, you will join the National Communications Data Service (NCDS). NCDS is accountable for delivering and maintaining centrally provided Communications Data (CD) services to ensure that the CD needed by our user community is available, accessible, and usable. Services will continually evolve to ensure we provide operational value and value for money against a backdrop of rapid and constant technical and business change.

The Benefits and Data Governance Manager will join the Management and Assurance team, focusing on four key areas: Benefits Management, Data Governance, Data Assets, and Data Protection. They will be responsible for embedding the National Communications Data Service (NCDS) Benefits Management Framework across all NCDS service and delivery areas. In addition, they will ensure compliance with Home Office data management and analysis policies, maintain the necessary documentation to meet the requirements of the Data Protection Act and the UK General Data Protection Regulation (GDPR), and proactively manage data-related risks.

Your main day to day responsibilities will be:

The Benefits and Data Governance Manager is pivotal in driving the effective management of benefits and the implementation of robust data governance across NCDS. It supports the G7 Data, Benefits and Value Lead by tracking and reporting benefit realisation, advising teams on best practices aligned with the NCDS Benefits Management Framework. The role collaborates with delivery teams to define and track measurable qualitative and quantitative benefits, maintains the benefits log and management plan, and produces monthly reports to monitor progress and flag issues. It also explores innovative metrics to enhance the measurement of service impact.

In parallel, the role leads the definition and implementation of data governance frameworks, policies, and standards, delivering practical solutions and promoting continuous improvement. It ensures compliance with Home Office data protection requirements and manages Data Controller/Processor stakeholder relationships. Oversight of key data assets is maintained through the Information Asset Register, supporting transparency and accountability. The role ensures alignment with government data standards and fosters a culture of responsible data management. The role requires experience of Benefits Management, data governance activities in a project or programme context and strong interpersonal skills.

Benefits Management

  • Collaborate with teams to define and track measurable qualitative and quantitative benefits, and maintain the NCDS benefits log and benefits management plan.
  • Advise teams on benefits management best practices in line with the NCDS Benefits Management Framework and support consistent completion of templates.
  • Produce monthly reports on benefit realisation and highlight any issues.

Data Governance

  • Define and implement data governance frameworks, policies, and standards and recommend improvements.
  • Identify and mitigate data risks while promoting good data management practices.
  • Collaborate with teams to identify, catalogue in the NCDS Information Asset Register, and monitor key data assets.
  • Lead on all data protection matters, including Data Controller/Processor roles.
  • Ensure consistent Data Processor MOUs/contracts are in place and coordinate DPIA compliance.

        Working Patterns:

        This role is available on a full-time basis with the option of compressed hours working. This role is also suitable for part-time working hours, with a minimum requirement to work 4 days / 30 hours per week due to business requirements. Applications from job share candidates are welcome, but any job offer is conditional upon a viable job-sharing arrangement being available.

        Travel: Travel within the UK may be very occasionally required; the principal location is London. All travel expenses will be covered/reimbursed in line with Home Office Travel and Subsistence policy.
