Our client is seeking a Housing Quality Standards Manager to lead the strategic development and delivery of a directorate-wide quality and compliance improvement programme. This role is pivotal in ensuring housing services meet statutory obligations, deliver excellent outcomes for residents, and contribute to the council’s long-term housing transformation goals.

Key Responsibilities:



Lead the development of policies, procedures, and service level agreements related to casework, regulatory compliance, and quality improvement.


Drive the enhancement of the central casework function to better respond to residents and stakeholders.


Oversee compliance with the requirements of the Regulator of Social Housing, including preparation for direct inspections and broader policy improvements.


Represent the housing directorate to both internal and external stakeholders on matters relating to casework and service quality.


Functionally lead and be accountable for the performance and continuous improvement of a team of 12 casework professionals and other housing officers.


Lead the directorate’s casework and regulatory improvement strategy, ensuring alignment with corporate transformation objectives, statutory responsibilities, and reputational risk management.




Essentials/Desirables:

Strong understanding of the legal and regulatory framework for social housing
In-depth knowledge of the Regulator of Social Housing’s requirements for council landlords

Desirable:

Understanding of housing casework legal frameworks, including the roles of the Social Housing Ombudsman, Local Government Ombudsman, and the Information Commissioner’s Office (ICO)

Skills & Abilities:


Essential:



Ability to build strong relationships and work confidently with a wide range of stakeholders


Strong analytical skills for evaluating systems and policies, drawing actionable conclusions


Excellent written communication skills tailored to both officers and residents




Desirable:



Strong presentation skills for internal and external meetings


Proficiency in Microsoft Dynamics and/or Power BI




Experience:


Proven track record of delivering service improvement projects with measurable outcomes in large organisations
Operational housing delivery experience in a council or registered provider context


Desirable:



Experience delivering or supporting housing casework in a public sector organisation
