This team leader role is responsible for all analysis supporting aviation environment policy, including aviation decarbonisation, noise and air quality. It’s a fascinating and high-profile area in which to work as delivering greener transport is a key ministerial priority.

Key priorities for the team over the next twelve months include:

  • Lead analysis of UK aviation CO₂ forecasts and abatement options to shape the Carbon Budget Delivery Plan and wider decarbonisation strategy, including Carbon Budget 7.
  • Support UK policy on airport expansion by delivering robust environmental impact assessments to inform a revised Airports National Policy Statement.
  • Collaborate with DESNZ on UK Emissions Trading Scheme design, including Sustainable Aviation Fuel (SAF) integration, non-CO₂ impacts, and greenhouse gas removals.
  • Provide analytical leadership for UK positions at the International Civil Aviation Organization (ICAO), including key input to the 2025 General Assembly and ongoing negotiations.
  • Lead UK input to ICAO technical groups and research to inform policy on net zero, NOx regulation, and GHG removals.

This role offers a unique opportunity to be part of a friendly and supportive analysis division leading a dedicated and skilled team underpinning nationally important policy decisions with good evidence.

Your responsibilities will include, but aren’t limited to:

  • Lead analytical support to all aspects of aviation environment policy:
  • Build and maintain close relationships with the senior leaders of the aviation environment policy team to understand their objectives and work plans and ensure that analysis is integrated into those.
  • Oversee your team’s work plans, prioritising well to ensure that analytical resources are used to achieve greatest impact.
  • Be responsible for the delivery of your team’s agreed outputs, ensuring they are on time and fit for purpose adhering to analytical quality assurance standards.
  • Balance delivery of outputs in the short term with investing in your team’s capability to provide outputs policy teams will need in future.

Lead a team of 8 analysts:

  • Create an empowering environment in which your team can deliver to their full potential. The team will have undergone some staffing and other changes so the postholder will have an important role to play in shaping team culture and identity.
  • Role model inclusive behaviours, valuing team members’ unique contributions.
  • Invest in development of your team’s skills and capabilities.
  • Be an active part of Division leadership, creating cohesion between teams, supporting your peers and jointly addressing leadership challenges that arise.

Be an analytical leader within DfT:

  • As part of the senior cadre of analysts with DfT, be active in ensuring the health of the function.
  • This post holder will ensure that analysis is well-integrated into policy development providing the right evidence at the right time and quality to achieve DfT’s objectives.

Great line management is important to us as an organisation, and we will equip and support line managers to develop the skills they need. We aim to empower line managers to create teams where people can flourish and deliver excellent outcomes for the public.
