The Role
Bolton Council is looking for an excellent candidate to take a lead role in portfolio management, including the performance monitoring and reporting of the Strategic Asset Management Plan (SAMP).
You will lead on the Strategic Asset Management Plan (SAMP), as well as the selection, prioritisation, control and overall management of the services programmes, developing the land and property estate in order to improve how our assets work, optimise returns and minimise operational costs. You will manage excellent relationships with the Council’s partners and the development of integrated service delivery partnerships and associated supply chain partners, acting as the primary liaison for key stakeholders. You will have responsibility for developing and operating performance monitoring and reporting systems for the portfolio, including risk management, to ensure that interventions are implemented at critical milestones and performance data can be extracted efficiently. You will manage large scale budgets, escalating trends or concerns appropriately and develop regular SAMP update reports for senior managers, covering all areas of the estate in terms of performance, processes, procedures, and statutory compliance responsibilities.
About You
The successful candidate will have extensive knowledge of the statutory requirements, legal obligations and current working methods that supports technical specialisms and relevant national/regional policy affecting property management in local government.
You will have experience of running multiple projects, programmes or services, with the ability to prepare and manage large budgets across multi service areas and business streams.
You will have excellent IT and communication skills and be confident working with a variety of clients service areas, end users, senior management and Council Members or similar.
You will be a capable report writer, being able to extract relevant data and information from a multitude of sources and advise senior management to make informed decisions.
