The candidate must have a full UK drivers license.
Working Arrangement: Possible hybrid working with a “hot desk” one day a week as agreed with the Council’s Parking Manager. Attendance at meetings out of hours and weekend working on occasions maybe required.

The role:
On behalf of a local council, we are seeking a Blue Badge Fraud Investigator, on a Part-time basis, to undertake Blue Badge Fraud (BBF) activities and investigation on behalf of the Council.

You will collect data on badges used in Gloucestershire by undertaking spot checks and compliance visits, this includes the profile of the badge use such as times, days, weekends and location.

This will be a one year contract for 2 days per week, 8 hours per day. The day will be worked as the candidate deems necessary to carry out the role as some investigations may need to be carried out outside of core hours.

You must have experience of working as a police detective or similar, with a detailed knowledge of working with all relevant legislation and PACE codes of practice and ideally you will be able to start as soon as possible.

Key Responsibilities:

Analyse badges to find out if the person to whom the badge was issued is infirm/ in a home, deceased or lives in the local area. If the Contractor is identifying patterns of abuse or find lost or stolen badges, the Contractor will build a case and take appropriate action.
Make efforts to eradicate the abuse of the entitlements to disabled people by the unauthorised use of blue badges.
Address the use of lost and stolen badges and carry out investigations to identify people using badges where the disabled person is in a different location.
Responsible for preparing cases for prosecution in collaboration with the Council Legal Services Team and under the direction of the Council’s Parking Manager and Trading Standards Team.



What the client is looking for:

A full UK drivers license.
Previous experience of working as a police detective or similar, with a detailed knowledge of working with all relevant legislation and PACE Codes of practice.
Proven experience conducting investigations, preferably related to fraud, misuse of public services, or local authority enforcement.
Good understanding of Blue Badge regulations, data protection laws, and legal processes related to evidence gathering and prosecution.
Ability to interpret data, identify patterns of misuse, and conduct thorough analysis of badge activity (e.g. time, location, user behaviour).
Knowledge of undertaking PACE interviews
Skilled in undertaking discreet spot checks, compliance visits, and fieldwork, including out-of-hours investigations when necessary.
Experience compiling case files, gathering evidence, preparing witness statements, and presenting findings in a legal context.
Excellent written and verbal communication skills for reporting, liaising with council departments, and potentially giving testimony in court.
Comfortable working alongside Legal Services, Parking Enforcement, and Trading Standards teams to pursue enforcement action.
Proficient with Microsoft Office, case management systems, and relevant mobile data collection tools.
