Join the Infected Blood Compensation Authority (IBCA) as our new HR Deputy Director and play a pivotal role in creating a compassionate, inclusive, and dynamic workplace.

The role is to meet the needs of the organisation by developing, promoting, implementing and embedding best practice in people leadership and management, enabling people to develop and grow and fulfil their potential at work and by ensuring that the organisation is successful.

This is an exceptional opportunity to help lead and shape the HR function of an organisation dedicated to addressing the injustices faced by those affected by the infected blood scandal.

With a workforce of around 1000 people, you will be instrumental in developing an impactful compensation scheme and ensuring that our staff are motivated and engaged.

As IBCA is still in the stages of being created as a standalone authority, the HR directorate will be key to leading the scaling up and transfer of staff whilst continuing critical business delivery.

The HR Deputy Director is pivotal in aligning human resources strategies with the IBCAs goals. This role oversees workforce planning, employee engagement, and talent management, directly impacting our ability to deliver the service effectively and efficiently.

At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that these roles may transfer to IBCA, which is a new public body separate from the Cabinet Office and independent of the Civil Service. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable and it is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service.

The Deputy HR Director will assist the HR Director in addressing the organisation’s needs by developing, promoting, implementing, and embedding best practices in people leadership and management. As a member of the Senior Management Team within the Directorate, the Deputy Director is expected to be a visible functional leader, establishing a clear direction for the HR function and serving as a credible and expert leader within the broader Corporate Group. The roles are highly business focused, and candidates will administer business critical HR policies and strategies to deliver the best people outcomes for IBCA’s business areas, building strong and trusted relationships with the directors who lead those areas.

Candidates will require excellent analytical skills to help solve workforce challenges using people data, undertaking research and liaising with colleagues, specialists and stakeholders from across the Civil Service and beyond, to ensure the IBCA is able to utilise modern HR practices and systems to increase efficiency and effectiveness. The post holder will have six direct reports: Grade 6: x2 Senior HR Business Partners, Head of HR Operations, Head of Employee Experience & Engagement & Head of HR Policy & Pay.

They will also have Direct leadership responsibility for headcount of a further 31 staff across the HR team. including x4 HR Business Partners, Head of Resourcing, Head of Learning & Development, Head of Strategic Workforce Planning, Head of HR Systems & Services, Diversity & Inclusion Lead, HR Policy Lead and Pay Reward Lead along with their subsequent direct reports.

Total team size of approximately thirty six.

The post holder will be responsible for the leadership and management of people in a high pressure and ambiguous environment - staff will require a lot of coaching and support either directly or through team leaders. The post holder will also hold Leadership/influence throughout the hierarchy of IBCA with a broad range of corporate responsibilities that connect to HR across the Authority.
