The Safeguarding and Welfare Lead holds strategic responsibility for the welfare, protection, and safety of all learners, participants, and members across Petty Pool Trust’s services. Sitting on the Senior Leadership Team and reporting to the Deputy CEO, the role ensures that safeguarding practices are robust, compliant, and of the highest quality across all operational areas.This is a senior leadership role providing charity-wide oversight, professional expertise, quality assurance, and strategic direction — ensuring a proactive, positive safeguarding culture is embedded in all aspectsof practice. The postholder will lead (but not line manage) the network of Designated Safeguarding Leads (DSLs)across each service strand and act as the primary safeguarding advisor to the Deputy CEO, Trustees,regulatory bodies, and external agencies.
Key Responsibilities
Strategic Leadership and Governance Provide senior leadership and strategic oversight of safeguarding and welfare practices across the Trust’s educational, community, and alternative provision services.Act as the charity’s professional lead on safeguarding, welfare, and learner/member safety.
Work closely with the Deputy CEO, Safeguarding Trustee, Senior Leadership Team, and operational managers to embed a proactive, reflective safeguarding culture.Safeguarding Systems, Policy, and Compliance
Maintain, review, and develop safeguarding and welfare policies and procedures to meet national and local statutory requirements (e.g., Keeping Children Safe in Education, Working Together toSafeguard Children, Care Act 2014).
Ensure safeguarding and welfare systems are consistent, compliant, and fit for purpose across all areas.Lead safeguarding arrangements during Ofsted, CQC, or other regulatory inspections.Oversight of Designated Safeguarding Leads (DSLs)
Lead, support, and coordinate the DSLs from each operational service.
Facilitate regular safeguarding meetings, learning reviews, and case discussions across the DSL network.Provide professional guidance and escalation support to DSLs on complex safeguarding matters.Incident Management and Investigations
Take lead responsibility for the management and oversight of serious safeguarding incidents, allegations, and complex investigations.Liaise directly with Local Authority Designated Officers (LADOs), safeguarding boards, police, and social care teams as required.Ensure immediate and appropriate actions are taken in response to incidents.Training and Staff Development
Develop and deliver safeguarding training strategies across all services.
Oversee the design, commissioning, and quality assurance of safeguarding and welfare training for all staff, volunteers, and leaders.Ensure compliance with statutory training standards and best practice.Data, Risk, and Quality AssuranceMaintain oversight of safeguarding data collection, analysis, and reporting across the Trust.
Monitor and audit safeguarding practice, producing regular reports for the Deputy CEO,
Safeguarding Trustee, and Board of Trustees.
Maintain oversight of the Single Central Register (SCR) and ensure full compliance.
Develop and monitor welfare and safeguarding KPIs, setting high standards of practice and continuous improvement targets.Lead on risk assessments related to safeguarding and welfare for individual learners/members as required.Partnership WorkingEstablish and maintain positive relationships with Local Authority Safeguarding Boards, social care teams, schools, commissioners, and community partners.Ensure Petty Pool Trust is fully engaged with local and regional safeguarding developments and statutory frameworks.Represent Petty Pool Trust at safeguarding forums and external strategic partnerships
