The role of the Estimating Function is to produce a comprehensive and competent price for an agreed Scope of Work for review and approval by Senior Management, in accordance with company process and procedures.
To contribute improvements in process and procedures for the control and effectiveness of the Estimating Function in line with Company Policy and Business Objectives
Key accountabilities:
- To review & confirm Technical and Commercial requirements of the Tender / Project.
- To undertake Site Visits to enable understanding of scheme location, constraints and environment
- To contribute to Design Solution Development & Optioneering.
- To influence agreement of Solution (buildability, delivery methodology, temporary works)
- To manage / produce the Bills of quantities required to price the work.
- To define & prepare packages for Subcontract & Material Enquiries.
- To undertake detailed build up to Bill Items using Labour, Plant, Materials & Subcontract prices.
- To price temporary works and method related items.
- To analyse and confirm rates for all Labour, Plant, Material and Subcontract requirements.
- To produce comparisons of key LPMS components to demonstrate selections made.
- To prepare Prelims / General Items Costings (Staff, Accommodation, Compounds, Attendances etc)
- To review the programme and determine resource balancing requirement.
- To ensure Inflation, Forex, Insurances, and Bonding requirements are considered
- To contribute to the development of a Risk & Opportunity Register
- To prepare reports for Finalisation / Review Meetings and present to Senior Management for approval.
- To contribute to cost recovery strategy and Margin Improvement Plans
- To prepare the Price submission to the Client, implementing cost recovery strategies where necessary.
- To prepare assumptions, qualifications, and other submission requirements where necessary.
- To review costs from similar schemes to benchmark pricing.
- To maintain an awareness of relevant current legislation & company policy (For example HSEQS, EDI, etc).
- To maintain an awareness of current construction methods, techniques, materials, and solutions (especially related to their main sector of work).
- To assess alternatives and innovations and promote best practice and lessons learned.
- To visit operational sites and actively obtain feedback.
- To manage and coordinate wider tender activity for bid preparation (where required).
- To contribute to Estimating approach for continual improvement.
About you
Educational Base
- Relevant Engineering / Construction / Commercial Degree preferred
Experience
- Project / Site Experience - Engineering / Project Management with a good construction knowledge, able to understand complex and technical information, understands construction techniques and can adapt to form methodologies for delivery.
- Estimating Experience - Mathematical ability, Commercial knowledge & able to Present Technical & Commercial Information
- Commercial Experience - Contracts (NEC 3 or 4 preferable) & Methods of Measurement
