What's involved with this role:

JOB TITLE: Housing Project Manager

Pay rate: £356.29 per day PAYE
Working Arrangement: Remote working is an option, however candidates will need to attend meetings on site and in Bristol on occasion. They will need to be in the office for the first day at least.

The role:
On behalf of a local council, we are seeking a Housing Project Manager, to lead a new project, aiming to help reduce the number of people being placed into temporary accommodation in the city. This role includes a service redesign, a recruitment drive to build the required team and changes to ways of working that optimise and improve triage and move-on processes and prevent homelessness.

You will be an experienced interim project manager to lead the final stages of this project and the successful handover to operational teams that will sustain changes and continue to deliver the intended benefits through to September 2025.

At the same time we are anticipating a review that is likely to lead to further recommendation that will need to be shaped in to a new project to continue improvements in this area. The appointed project manager will help the team to shape this work, leading to a potential contract extension to deliver the recommended changes.

What the client is looking for:

Extensive Project Management Experience, with a track record of delivering complex, multi-stakeholder projects within local government or housing sectors, with specific experience in service redesign and organisational change.
Strong understanding of housing services, temporary accommodation systems, and homelessness prevention strategies, including knowledge of legislation
Previous success in leading end-to-end change initiatives, including workforce planning, recruitment drives, and implementing new ways of working across service areas.
Experience of managing the transition from project to business-as-usual operations, ensuring continuity, upskilling of internal teams, and embedding sustainable improvements.
Ability to interpret service reviews, identify improvement opportunities, and shape them into well-scoped, actionable projects aligned with council objectives.
Skilled in building and leading multi-disciplinary teams, fostering collaboration between housing, social care, and third-sector partners.
Excellent communication skills to engage with a broad range of stakeholders, including elected members, senior officers, community organisations, and service users.
Experienced in managing project budgets, timelines, risks, and resources, with a clear focus on delivering measurable outcomes and benefits.
