The College for National Security (CfNS) provides the national security community and wider civil service with access to the range of skills, knowledge and networks needed to counter the complex threats the UK faces today. As such, the CfNS is baked into the UK’s security infrastructure and is a core commitment of the Civil Service People Plan 2024-2027. It has widespread support across government departments and started its delivery in April last year, engaging with around 4000 learners so far.

The Strategic Engagement & Governance Lead will provide essential support within the Government People Group’s College for National Security (CfNS). This unit aims to enhance the skills, knowledge, and networks of national security policymakers across the UK, with backing from 22 departments, agencies, and devolved administrations. This role is ideal for individuals looking to contribute to national security initiatives in a supportive capacity.

This is an exciting opportunity for a highly motivated and strategically-minded individual to shape and lead the organisation's engagement activities. The post holder will be pivotal in driving strategic thinking within the Outreach, Engagement & Governance Team, with a particular focus on building strong relationships with key stakeholders. This role will involve leading on private office and ministerial engagement, developing and delivering cross HMG briefings, and overseeing the delivery of all engagement events. A key aspect will involve recognising and responding to board-level priorities in order to strategically influence the direction of our events programme and wider engagement initiatives. The post holder will also play a crucial role in ensuring effective governance and managing board secretariat duties.

Key Responsibilities:

Strategic Engagement & Relationship Building:

  • Develop and deliver high-level strategic engagement plans that directly align with organisational objectives and Board priorities, with a focus on bigger picture impact.
  • Lead on stakeholder mapping exercises in collaboration with the Head of Communities, and ensure the insights are applied across the organisation's engagement activities.
  • Proactively build and cultivate strong, targeted relationships with key internal and external stakeholders, including senior leaders, the Board, and ministerial offices.
  • Gain exposure to board-level priorities and use this understanding to strategically influence the planning and delivery of the events programme and wider engagement initiatives.

Governance Support:

  • Deputise for the Head of Communities on relevant matters as required.
  • Contribute to the overall planning and delivery of the team's objectives.
  • Oversee the delivery of all engagement events through the line management of a HEO Community Events Officer, and the EO marketing and communications assistant.

Leadership & Collaboration:

  • Manage the secretariat function for Board meetings, including the timely collation and distribution of papers, agenda setting (in collaboration with senior colleagues), minute taking, and tracking actions.
  • Draft high-quality and concise board reports and briefing papers on engagement activities, strategic partnerships, and other relevant topics.
  • Support the organisation's engagement with ministerial offices, including drafting briefings and coordinating responses.
  • Maintain accurate records of Board proceedings and governance-related information.
  • Contribute to the continuous improvement of governance processes and procedures.
