Job Description
To lead on the Council’s resilience activity to ensure that all services are effective in anticipating and responding to situations to ensure the Council can continue to provide services even during a disruptive incident or emergency. This will include assessing risk, developing plans, providing training, testing, exercising and reviewing plans.
Requirements
Develop, review and implement plans, policies and procedures to ensure that Council services are equipped to respond to emergencies and major incidents and continue to meet their statutory obligations.
Ensure the Council responds appropriately to legislation relating to emergency planning and civil contingencies through research and liaison with resilience partners so that it can meet its statutory responsibilities.
Assist with Moray Emergency Response Co-ordinators (MERC) when responding to incidents and assess emergency situations and level of response required, including liaison with emergency service and other responding bodies.
Take the lead role for coordinating the Council’s response in relation to CONTEST, Counter Terrorism.
Work closely with the Councils Risk Register and Business Continuity Officer and provide support as required.
The Individual
Demonstrable planning and organisation experience
Proven experience of research including analysing and presenting information with the ability to make informed decisions
Qualified to degree level or related post graduate qualification or equivalent in a field related to emergency preparedness such as business continuity and security management; disaster management; environmental hazards & disaster management or extensive demonstrable relevant work experience
Proven ability to use Microsoft Office – Outlook, Word, Excel & Powerpoint
An ability to navigate complex, ambiguous and sometimes conflicting issues
The ability to remain calm and think clearly in stressful situations
You will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service. Due to the rural nature of Moray this is normally undertaken by use of a car
Proven collaboration skills with the ability to develop and maintain relationships
Ability to deliver training
Ability to work flexibly to meet the needs and demands of the service, particularly to provide support out with working hours during an incident
Generally office based activities, but on occasion visits to outside locations may be required

£22.92 per hour
