The role:
The post-holder will be expected to assist with the planning, control and co-ordination of the New Roads and Street Works Act function. They will support the team leader NRSWA in delivering a co-ordinated, planned and effective response to the Highways Authority’s duties imposed by the New Roads and Street Works Act 1991 and the Traffic Management Act 2004 by reducing traffic congestion through effective street works coordination.
Key accountabilities:
Manage and coordinate works under NRSWA 1991, Traffic Management Act 2004, and the National Permit Scheme.
Assess, grant, or refuse permits in a timely manner and issue FPNs as required under the Permit Scheme.
Issue Section 74 Overrun Warnings within established timescales.
Maintain and update the computer database of highways works.
Attend meetings with Statutory Undertakers, MPs, elected members, and other stakeholders on matters related to NRSWA.
Liaise with external Traffic management companies / Utility companies to assess Traffic management Plans to ensure compliance with current legislation.
Conduct inspections/site meetings of externally initiated activities to ensure compliance and resolution of defects.
Collect, record, and analyse performance data related to work activities.
Monitor and assess the quality of Statutory Authorities' reinstatement works on the public highway.
Provide network management information under the Traffic Management Act 2004 to partners.
Work with the Traffic Manager, internal and external agencies to coordinate public highway works.
What the client is looking for:
Understanding of Highways Legislation
Current and up to date knowledge of highway maintenance techniques
Knowledge and understanding of the National Permit Scheme.
Knowledge and understanding of highway maintenance operations.
Experience of using performance indicators
Experience of working as a Street Works Inspector
