Job Title: PCN Appeals Officer

Pay rate: £19.46 per hour PAYE



The role:

We are seeking a detail-oriented individual to assess and respond to representations, appeals and correspondence related to parking and traffic Penalty Charge Notices.

The role involves making decisions in line with council policy and legal guidelines, as well as supporting debt recovery processes while maintaining high service standards.



Key responsibilities:

Be skilled in using the standard word processing tools for handling parking appeals, and keep up to date with any new software introduced
Fully understand traffic and parking laws, review appeals under this legislation, decide whether to accept or reject them, and send the appropriate response letters
Prepare appeal documents for the Environment and Traffic Appeals service and represent the Council at appeal hearings when needed
Gather and prepare evidence for legal cases in the County Court
Oversee the debt recovery process, including handling witness statements, managing bailiffs and County Court hearings. Ensure all actions follow the law and Council policies
Handle enquiries, service requests, and complaints from the public, councillors, other organisations, and Council departments in a professional way and within set deadlines
Log appeals, investigate the details, and prepare case summaries forthe ETA independent Parking Adjudicator
Manage a library of standard responses to help answer common customer enquiries quickly and consistently
Provide clear advice on parking and traffic enforcement issues over the phone and in writing
Offer information and guidance on traffic and parking laws, the Council’s Parking Strategy, contracts, and parking facilities (both on- and off-street)



What the client is looking for:

Preferably a relevant qualification in parking Notice Processing: either WAMITAB Level 3 in Notice Processing, or City & Guilds Level 3 in Notice Processing
Previous experience in processing challenges, representations and appeals
Possess an in-depth and current knowledge of all decriminalised parking and moving traffic legislative controls, and enforcement requirements & processes
Possess a high standard of numeracy, literacy and grammatical accuracy
Previous experience of processing high volumes of correspondence
Experience of meeting targets for both qualitative and quantitative performance
Able to assess parking/traffic cases, make decisions, and explain reasoning
Skilled in handling conflict constructively and professionally
Committed to customer care and its relevance to the role
Capable of managing and prioritising workload independently and effectively
Makes sound decisions aligned with Council policy and organisational goals
Communicates clearly and effectively with diverse audiences, verbally and in writing
IT proficient in Microsoft Office and databases
