Pay rate: £37.40 - £40.43 per hour PAYE
The role:
Are you an experienced Housing professional? We are seeking a dynamic and strategic individual to lead a key Service Area and play a pivotal role in ensuring that the management of the Service Area is economic, effective and efficient, including the preparation, implementation and monitoring of a Service Area Plan, exercising budgetary control and undertaking all aspects of good people management.
You will drive change both within the Service Area and across the Council by actively contributing to the delivery of the Council’s Corporate Strategy and key corporate programmes. This includes ensuring value for money, enhancing service delivery, upholding high standards of conduct, benchmarking performance against other authorities, and exploring opportunities for collaboration and joint working — all in support of achieving the Council’s strategic objectives.
Key responsibilities:
To operate and behave as a senior manager in accordance with the Council’s values; being a role model for their own leadership team; challenging practices, managing and delivering cultural and behavioural change as necessary
To provide advice to the Chief Executive, Deputy Chief Executive, Senior Leadership Team and Elected Members to ensure development opportunities are explored, corporate objectives, priorities and statutory responsibilities are met, and that the Council complies with its legal obligations
To contribute to achieving corporate objectives and priorities through effective team working demonstrating a shared purpose on the Council’s Senior Leadership Team
To ensure that an appropriate media and public information response is coordinated in respect of any issues within the Service Area
To report to Elected Members on service delivery, budgetary control and customer focused performance, and strategic and policy development as well as supporting the Portfolio Holder(s) in championing the Service Area
To develop partnerships and strong collaborative working relationships with other public authorities, the voluntary and community sector, service providers / suppliers and other agencies to enhance the quality of the service and deliver value for money and customer focused services
What the client is looking for:
Degree in a relevant field or equivalent experience in a similar role
Senior-level experience in a complex public or private sector organisation
Significant experience of leading development and successful implementation of key strategy and policy
Member of a relevant professional body with ongoing professional development (e.g. CIH)
A track record of delivering appreciable service improvements in a senior management role
Skilled in building effective relationships with colleagues, partners, and customers
Proven leadership of multi-disciplinary teams with strong results and motivation
In-depth knowledge of legislation
Able to explain current and emerging service issues and give expert advice
Evidence of running services with business focus and customer insight, achieving value for money
