Do you have the strategic vision, operational leadership, and commercial drive to lead high-performing construction services and
deliver exceptional social impact? HMS is looking for an ambitious and values-led Operations Director – Construction to shape the
future of our planned, retrofit, and new build programmes.






* Reporting to: Managing Director, HMS
* Direct Reports: Senior Leaders within the Construction Directorate
* Location: North-West Based (Torus Group Heartlands)






About the Role:




As Operations Director – Construction, you’ll lead a diverse portfolio covering planned maintenance, capital investment
programmes, retrofit initiatives, and new build construction. With a directorate of 200+ colleagues and a turnover of around £60
million, this is a senior leadership role with real breadth, impact, and strategic influence.



You’ll drive the delivery of high-quality, safe, and compliant construction services that support both commercial growth and
social value creation. You’ll sit on the HMS Leadership Team, reporting to the Managing Director and working closely with the
Board to shape future direction and ensure performance excellence across all operations.

What We’re Looking For:



* Proven senior leadership experience in construction, or related fields.
* Track record of delivering major programmes - planned works, retrofit, refurbishment and new build development.
* Deep understanding of health & safety, building compliance, and regulatory frameworks.
* Strong commercial focus with the ability to lead budgeting, performance monitoring, and risk mitigation.
* Excellent people leadership skills - able to inspire, engage, and embed a high-performance culture.
* Relevant professional qualifications in construction, leadership, or business.
