The primary purpose of the role is to support delivery of the MCA's Strategic Objectives and three-year Business Plan and to develop and implement standards of training and certification in accordance with international conventions and national requirements. The role involves engaging with shipping industry stakeholders, social partners, nautical colleges and other training establishments in the UK and abroad over same.
In addition, this role supports the G7 Training Strategy Technical Lead in ensuring that UK effectively leads the STCW Comprehensive review and seafarers receiving UK Certificates of Competency have access to high-quality, relevant training and assessments, aligning with national and international standards. The position also assists in modernising seafarer training, including digital assessments, and helps develop training for the fishing industry and future maritime technologies.
The Seafarer Examiners and Technical delivery team are undergoing significant change journey, and this role will also be instrumental in identifying opportunities and driving forward the implementation of efficiencies from a comprehensive transformation programme, whilst maintaining service standards.
This position provides a fantastic opportunity for a passionate and professional individual to join the Maritime and Coastguard Agency and help drive the delivery of seafarers training and standards. This role offers lots of engagement and collaborative working with a variety of stakeholders as well as the opportunity to build on any previous experience and knowledge in the maritime industry.
Your responsibilities include but are not limited to:
Assist in implementing the Maritime Skills Commission (MSC) Recommendations to Modernise Seafarer Education and Training.
Assist in delivering technical and management initiatives for Seafarer Training within the Seafarer Technical Delivery Branch and wider Directorate teams.
Help in developing the UK's strategy to modernise the STCW Convention and Code, including preparing proposals for the International Maritime Organization (IMO).
Assist in technical developments of the Training and Education Syllabus in line with the MSC Cadet Training and Modernisation (CT&M) Review, ensuring its adoption by training institutions and continuous review.
Support technical developments for other CT&M Programme initiatives that enhance seafarer employability, including career pathways, shore-based operations, maritime law, autonomous vessels, and decarbonisation.

Additional Information
Potential for some travel to other MCA sites, supplier’s sites and to other DfT sites, may include overnight stays, sometimes at short notice.
This role will be based in our Southampton HQ. MCA supports flexible working and operates a hybrid working model between home and office for this role, giving you greater flexibility over where and when you work.
The expectation is that you will spend a minimum 60% of your working time based at your principal workplace or out on official business.
Details of the arrangement will be discussed further with your line manager.
Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement, for the successful candidate to be able to work at least 30 hours per week.
