HYBRID WORKING: 3 Office days/2 WFH





Our client is seeking a strategic and dynamic leader to drive the development and implementation of integrated commissioning strategies across adult and children’s services. In this pivotal role, you will work at the heart of a thriving partnership between various providers and the community—shaping services that are responsive, efficient, and rooted in the needs of local people. The role will involve:


Managing commissioning teams (up to 6 staff).


Driving systems integration, transformation, and co-production with residents.


Leading high-value commissioning projects across complex service areas.




Responsibilities:



Commissioning & System Development


Develop outcome-focused, integrated commissioning strategies.


Align NHS and council priorities for adults and children.


Lead complex service redesign and transformation.




Strategic Leadership


Serve as the commissioning lead for a specific service area (e.g., Mental Health, SEND, Home First, etc.).


Translate national policy and legislation into local strategy.


Design action plans and service specifications.




Partnership & Market Engagement


Co-produce strategies with residents, providers, and professionals.


Lead stakeholder forums and provider networks.


Foster innovation and continuous improvement in services.




Financial Responsibility


Oversee budget planning and financial monitoring for key service areas.


Deliver value for money and efficient use of resources.


Address budgetary risks and inefficiencies.




Performance & Quality


Oversee contract management and service performance.


Use data to inform decision-making, quality assurance, and improvement.


Implement robust performance frameworks and quality measures.




Workforce Development


Line manage and support a commissioning team.


Develop internal and provider workforce capability.


Foster a high-performance and inclusive culture.




Essential Requirements:


Degree or equivalent experience in commissioning, health, or social care.


Strong understanding of health/care policy, systems, and legislation (e.g., Care Act, Children Act).


Knowledge of behavioural science, transformation, and service design.




Strong data analysis, interpretation, and planning skills.


Excellent communication, negotiation, and stakeholder management.


Systems leadership and the ability to lead integrated, cross-sector projects.


Innovation and co-production capabilities.


Significant experience in a senior commissioning or service management role.


Leading multi-agency partnerships and collaborative transformation.


Managing performance and workforce development.


Managing market sustainability and quality in health/social care.


Experience in supporting or delivering workforce recruitment, retention, and career development.




Additional Requirements:


Enhanced DBS (depending on post focus: adults or children).


Willingness to undertake professional development using the commissioning competency toolkit.
