As a Change Officer, you will play a key role in delivering the change projects necessary for the service to improve and succeed within the strengthened and much more rigorously regulated environment in which social housing now operates, following the introduction of the Social Housing (Regulation) Act 2023 and Consumer Standards Framework – all of which represent the biggest change to social housing in many years.
In this role you will be part of the team delivering the project-based work required to develop our service against the four pillars of Consumer Standards defined by the Regulator of Social Housing:
Safety & Quality
includes the likes of stock and asset management, compliance, repairs etc.
Transparency, Influence, and Accountability
includes the likes of diverse needs, engagement with tenants, treating tenants with fairness and respect etc.
Neighbourhoods & Community
includes the likes of management of shared spaces, anti-social behaviour, domestic abuse etc.
Tenancy
includes the likes of allocations and lettings, sustainment, mutual exchange etc.
As a Change Officer, you will:
Have some experience in project delivery, such as the writing of business cases and project plans, and the implementation of projects alongside subject matter experts from the business
Be skilled in business analysis, or have the appetite / aptitude to develop such skills, to understand / develop, for example, ‘as is’ and ‘to be’ operating models, process mapping, organisational impact analysis etc.
Be able to work alongside colleagues from across the housing service, other Council services, and partners and suppliers, such as Procurement, ICT, Legal, KWL etc., to deliver key change projects
Advise, guide, and help operational delivery teams with regard project implementation and new ways of working
Have a positive attitude and put the customer and excellent social housing provision at the heart of everything you do
Importantly, you will form part of a very supportive, experienced, and friendly team of housing and change professionals, which works together to help managers and decision-makers across the service advance and adapt and provide the best customer-focused service possible.
