Pay Rate: Competitive including holiday pay and pension contributions

Hours: 37 hours per week

Location: Surrey





The Role:

This is a substantial management role within the Legal Services team, leading and coordinating multi-functional legal support services or overseeing a specific legal advisory area within the Council. The role involves managing complex and diverse services, delivering strategic legal advice, developing and implementing policy, and influencing the development of council services and objectives. It requires extensive legal expertise, people management experience, and strong decision-making abilities to ensure excellent service delivery and continuous improvement.



Accountabilities:
Analysis, Reporting & Documentation



Identify legal issues, risks, trends, and opportunities, providing actionable insights and legal advice.


Lead on legal policy development in area of specialism to support council-wide objectives.


Customer Service & Support



Evaluate legal service provision using feedback and sector developments to propose innovative solutions.


Apply legal expertise and sound judgment to deliver quality outcomes aligned with service standards.


Drive transformation and modernisation of legal services.


Planning & Organising



Develop and deliver operational plans and contribute to long-term legal strategies.


Lead major legal projects and represent Legal Services in internal and external forums.


Finance/Resource Management



Manage allocated legal budget and resources effectively.


Contribute to financial planning and value-for-money assessments.


Work with Others



Build strong working relationships with senior stakeholders and external partners.


Collaborate across departments to improve legal service delivery and implement strategic initiatives.


People Management



Lead and manage a legal team or function to meet objectives within resource constraints.


Mentor, coach, and develop staff to ensure high performance and resilience.



Essential Qualifications & Experience



Solicitor, Barrister or Fellow of CILEX eligible to practise in England and Wales, with a current practising certificate (or ability to apply for one).


Substantial senior-level legal management experience.


Experience in or aptitude for advocacy.


Knowledge & Skills



Expert understanding of legal practices, procedures, and sector developments.


Strong knowledge of change management, project delivery, and continuous improvement methodologies.


Proven ability to manage budgets and legal resources effectively.


Advanced analytical and strategic thinking skills.


Excellent negotiation, influencing, and communication skills.


Highly developed interpersonal skills and ability to work collaboratively.


Demonstrated ability to inspire, lead and motivate others.


Competent in using legal case management and business systems.
