Following the recent realignment of our planning services, conservation advice across the three councils have merged to form a new team, serving all three local authorities. Thanks to this change, the Conservation Team is looking to expand and create a third in-house post. This is the perfect opportunity for someone early in their career to join local government working alongside an experienced team to promote the historic environment.
The partnership area includes 41 Conservation Areas, over 2500 listed buildings and 204 Scheduled Monuments. The area is also home to a number of popular heritage destinations including both English Heritage and National Trust sites, as well as a number of both independent and council run heritage attractions, markets and events. The area also boasts around 50 miles of coastline as well as the Lincolnshire Wolds National Landscape.
The role involves working as a planning consultee on applications which affect the historic environment, sharing a caseload over the South and East Lincolnshire Councils Partnership with existing colleagues and consultants. This includes using investigative skills to research and understand a sites significance, applying knowledge and experience of construction and conservation methods and techniques to provide the best advice to preserve and enhance heritage. This includes monitoring the condition of our listed buildings and conservation areas, and will involve creating documents and guidance to support their proper management, including planning enforcement and grant funding.
The role requires an existing understanding of the first three competencies, Conservation Philosophy, Practice and History using these daily. The role will also support development of skills and experience within all three areas of competence, with a primary focus on Management, but touching on all other competencies
We are looking for a candidate who has a Bachelors degree relevant to Building Conservation. If you do not hold this, please outline in your application evidence of modules relating to conservation principles or separate training linked to historic buildings in planning/development. Experience of local government is desirable as is accredited membership of the IHBC. What is important, is for the candidate to have a keen interest in historic buildings, and an understanding of conservation philosophy and principles. It is also crucial to demonstrate a knowledge of where to locate and how to put into practice the latest conservation planning legislation and guidance.
The job is advertised as fixed term for 2 years. This is due to ongoing Local Government Reorganisation which plans to further merge councils to create much larger authorities. As a result, it is expected that the team will expand further, and new opportunities created. We will find out more as plans progress.
If there are any questions relating to the role please contact Emilie Wales, Heritage Manager on emilie.wales@e-lindsey.gov.uk, 01507 613148 or Greg Watkinson (Principal Conservation Officer) at GWatkinson@sholland.gov.uk, 07584553350.
