Defra Group Property (DgP) manages the provision of Facilities Management (FM) services across its Estate including for Defra’s executive agency; the Animal and Plant Health Agency (APHA). APHA uses a wide range of specialist facilities as part of its aims to safeguard animal and plant health for the benefit of people, the environment and the economy.

These specialist facilities include biocontainment laboratories across the UK with the main laboratory campus being located at Weybridge. The Defra Weybridge site is the largest facility in terms of size and complexity across the Defra network and is currently going through a process of major investment (over £1bn) and redevelopment to enhance its scientific capability.

The site is at the forefront of research and diagnostic testing for animal and zoonotic diseases and leads on disease outbreak response for Defra.

The DgP team at Weybridge are comprised of subject matter experts who work to ensure the Property Estate meets Statutory requirements across the complex regulations to which it must adhere and ensures the site is safe and secure. This role will be based at the Weybridge Estate in New Haw, Surrey.

This role will act as the lead for property based security for the Weybridge site and will support the wider Property estate in meeting and maintaining required standards through comprehensive security management and risk mitigation. This will include driving improvements in physical and personnel security controls, coordinating with technology teams on implementation of cyber security controls, overseeing day to day management of security on site by the FM service provider, and provide assurance to Defra group leadership. The role will involve regular liaison and working with internal and external stakeholders to ensure appropriate and commensurate risk management is in place in line with Defra group Policies.

Key Responsibilities:

  • Lead activities related to managing and recovering from security incidents.
  • Provide expert advice on handling physical and counter-terrorist security matters.
  • Investigate and resolve physical security breaches, ensuring documentation and communication of lessons learned.
  • Define and/or advise on relevant policies, management plans, assignment instructions and operating procedures across the Estate.
  • Prepare operational requirements for physical security audits.
  • Develop and implement security controls to comply with legislation and regulations.
  • Conduct physical risk assessments and develop a risk-based annual plan for security reviews.
  • Enable effective security risk management by assessing potential threats and vulnerabilities.
  • Implement appropriate risk mitigation strategies.
  • Engage regularly with Defra group Security to ensure compliance with Baseline Standard requirements.
  • Support the Facilities Management Team to deliver fit-for-purpose security via the FM contract.
  • Form excellent relationships within the department and the wider security community.
  • Develop and review security contingency plans in alignment with the Site Incident Response Plan.
  • Ensure these plans are tested and exercised regularly.
  • Chair the Weybridge Security Working Group, Tier 2 Security Working Group ensuring timely resolution of actions and escalations.
  • Support any Critical Works or National Biocontainment projects where security input is required.
