Communications
• Seeks, listens to and responds to the views and ideas of staff and customers.

• Ensures communication and the sharing of data between internal and external teams organisations and networks so that more opportunities can be created and appropriate and timely checks and adjustments made to keep projects and programmes on track.
























Leadership

• Lead and guide your team to achieve the best possible outcomes in all undertakings.
• Provide accurate technical advice and information as necessary on one or more areas of expertise within the service area
• Ensure that your own technical knowledge is effectively transferred to team members and colleagues that have limited technical knowledge.
• As a member of the team, contribute to the development of the wider Service area and other relevant workforce plans and strategies, in line with Council priorities.
• Contribute to a highly motivated team that works together to achieve performance goals.
• Builds strong working relationships between the team, other teams within the service area and all services.

Technical/Operational

• Assume full line management and development responsibility for the Maintenance Surveyors
• Undertake 121 and appraisal interviews with direct reports.
• Lead on the responsive repairs and maintenance of the HRA housing stock and HRA garages.
• Lead on the installation and maintenance of aids and adaptations
• Lead on the delivery and operation of revenue funded services, reactive repairs, maintenance and major void work projects and programmes
• Delivery of an effective frontline repairs, maintenance and associated housing residential services to tenants and leaseholders to achieve Housing standards and targets for performance and customer satisfaction by delivering a sector-leading customer experience, making sure each transaction is positive and embedding a right first time approach.
• Manage & monitor the performance of the term contractor against designated KPI’s and work with the term contractor to identify and implement action plans where performance targets are not achieved.
• Work in conjunction with the term contractor to develop improvements both financially and operationally to the service.
• Support and challenge underperforming providers. Work with key stakeholders to develop future support needs and reflect these in contractual arrangements, key performance indicators and quality measures against which providers can be assessed.
• Ensure that the term contractor valuations are reviewed effectively and that invoices are paid accordingly.
• Monitoring of the Term Contract task price and the management of the respective budgets.
• Contribute to the development of a reactive maintenance policy and capacity to ensure that urgent problems and issues are dealt with in conjunction with planned preventative maintenance.
• Ensure that instructions, orders and invoice payments are correct and on-time and dealt with in accordance with Council standing orders.
• Ensure that void properties are repaired and maintained in accordance with the voids standard.
• Ensure that void turnaround within the repairs service are completed within or better than target.
• Identify and implement processes that improve the voids turnaround times within repairs.
• Ensure the Aids and Adaptations delivery programme is managed and monitored.
• Manage the Aids and adaptations budget.
• Ensure that all matters relating to the The Party Wall Etc. Act 1996 are managed on behalf of the council.
• Manage the damp, structural and disrepair investigation process to ensure that the Council’s liability is minimised.
• Take an active role in the repairs and maintenance Continuous Improvement Action programme.
• Manage the Estates and communal areas inspection programme.
• Attend various meetings to represent the R&M team.
• Lead on resolving customer queries, contractual disputes involving building contracts, property leases, land ownership and disrepair in rented accommodation.
• Ensure formal and informal complaints, Councillor Enquiries, MP enquiries, Freedom of Information requests are responded to on time and monitored through to a satisfactory outcome.
• Assist in the design, procurement and project management of the Council's housing capital and revenue funded building and maintenance programmes.
• Draft business cases, reports and technical documents for senior management
• Check and authorise orders, payment certificates and invoices.
• Undertake periodic audits of works to assess performance of internal surveyors and external project management consulting companies. Audit surveying standards, quality of contract documents, procurement methods used, project management, safety, cost control, payments and compliance with contractual obligations.
• Work effectively with clients to develop policies and procedures that deliver improved customer focused services for reactive and planned maintenance programmes.
• As required undertake project tender evaluations.
• To ensure that applicable H&S regulations are applied in all aspects of the responsibilities held
• Challenge conventional local government approaches to enable the organisation to drive greater efficiency and effectiveness through the development of best practices and innovative commissioning, contracting, market development and resource management.
