The successful candidate will play a central role in communicating with a diverse range of stakeholders, including the Chief Executive, requiring exceptional communication skills and confident, effective delivery. This role involves leading the development and execution of integrated, audience-focused communication and engagement strategies that align with the Borough Plan priorities and wider corporate objectives. The postholder will take proactive ownership of the Council’s internal communications and engagement portfolio, ensuring high-quality coordination and consistency. As a communications expert, they will also be responsible for enhancing staff capability across the organisation by embedding effective communication tools, techniques, and practices—particularly within the Transformation Service.

Key accountabilities:

Lead internal communications and engagement strategies aligned with the Borough and Corporate Plans.
Develop and manage plans that support digital transformation and embed innovative ways of working across the Council.
Oversee all corporate internal communications, ensuring consistency and supporting departments to meet corporate standards.
Manage and improve communication channels, ensuring they are engaging, cost-effective, and continually evaluated for impact.
Advise and support senior leadership, including drafting key messages, speeches, presentations, and organising all-staff events like Forward Together.
Deliver creative, multi-channel campaigns using social media, events, printed materials, infographics, video, and digital content.
Lead staff engagement projects and employee surveys, ensuring follow-up and action planning.
Promote best practice, compliance, and efficiency in all communications while championing the Council’s values and vision.



Key criteria



Proven success in communications, public relations, and employee engagement, with a strong track record of developing and delivering impactful internal campaigns.
Expert knowledge of employee engagement, learning and development, and culture change principles and practices, especially within the local government context.
In-depth understanding of legal and political sensitivities in local government communications, including the ability to manage confidential and sensitive information with integrity.
Skilled in using a wide range of communication channels, with a deep understanding of how to tailor strategies to different audiences for maximum engagement.
Experienced in advising and influencing stakeholders at all levels, including Chief Executives and senior politicians, to drive effective communication and engagement.
Highly developed written and verbal communication skills, with the ability to produce high-quality materials under pressure and tight deadlines.
Strong leadership and project management skills, including leading virtual teams, working independently, and adapting to changing priorities.
