Homeland Security Group’s (HSG) mission is to reduce homeland security risks to the UK’s people, prosperity, and freedoms. This includes risks from terrorism, state threats, economic crime, and cyber-crime. We provide systems leadership across government and deliver strategic initiatives, collaborating closely with operational partners, the Intelligence Agencies, and other external organisations to protect the UK.

The Financial Policy Lead will be responsible for creating and managing financial policy for a large user community and will work in a multi-disciplinary Unit within the Homeland Security Group. They will lead engagement with a wide array of operational users across UK Law Enforcement and partner agencies and with trusted industry partners to ensure that funds are deployed to deliver critical front-line activity.

Key responsibilities include:

  • delivering annual, on-site cost reviews to determine costs to the operational user community in the year ahead and ensure value-for-money.
  • overseeing the recharging process to the user community in-year; and
  • acting as the key point of contact to communicate changes of billing and/ or requirements between the user community and industry partners.
  • identifying opportunities for cost savings/efficiencies.
  • other duties as required.

The drafting of submissions and seeking Ministerial direction is a key aspect of this role as the post-holder will lead a process to reform existing systems whilst delivering the best value-for-money for law enforcement.

Security Clearance:

You will be able to start in post with SC clearance, however you must successfully obtain Developed Vetting (DV) clearance once in post (if not already held). During the period where you hold SC clearance, you will only perform elements of the role which fall under SC clearance. If your DV clearance application is unsuccessful, you may enter Restructuring, Redeployment or Redundancy.

Working Patterns:

This role is available on a full-time basis with the option of compressed hours working. Applications from job share candidates are welcome, but any job offer is conditional upon a viable job-sharing arrangement being available.

This role is also suitable for part-time working hours, with a minimum requirement to work 3 days per week due to business requirements.

Travel:

The post holder may be expected to travel occasionally to other locations within the UK. Where this is required, costs will be covered by the business in line with Home Office policy.
