Job Purpose This Project Manager role will sit within the 0 to 19's services specifically as a member of the 0 to 19's Senior Team. The post holder will take specific responsibility for leading the development, management, and delivery of PMO specialisms within the 0 to 19's service supporting the operational and strategic delivery of the organisational and 0 to 19's services aims and objectives. The post holder will oversee the projects relating to the 0 to 19's Family Nurse Practitioners and Health Lifestyles and the integration into a service offer to be developed in collaboration with the Commissioners The post-holder will ensure that the programme has efficient processes in place to identify, monitor and appropriately adjust tools, templates, and techniques to provide an effective and value-adding PMO function. The Project Manager has responsibility for the development and delivery of projects assigned to them, they will work across the 0 to 19's to ensure the lifecycle of projects is documented, managed, and supports delivery of CityCare's strategy and business plan objectives. You will deliver projects assigned by the Care Group 2 Triumvirate and 0 to 19's leadership teams and work collaboratively with all members of the corporate teams within the organisation. Support the organisation and lead on the development of a PMO structure and culture within CityCare, supporting the delivery against the organisations strategy, business plan and efficiency programmes. The post holder will support the organisations 0 to 19's clinical services to ensure that the strategic work stream of programmes is planned and managed effectively and to take the lead in assisting in their successful delivery: Developing and managing the strategic project management plan, progress and reporting risk and issue management. Support the 0 to 19's / Care Group 2 services within CityCare to track delivery of strategic projects and ensure deadlines are being met. Constructively challenge the pace of delivery and quality of project plans, to ensure that the work being undertaken across the Care Group 2 services CityCare is transparent and demonstrates delivery of quality and timely products. Provide added value reports on the delivery and achievement of projects. Triangulate multiple sources of information to enhance the quality of the challenge with the teams on their delivery. Dimensions The PMO Manager will: Hold delegated responsibility for the management of the PMO function within Care Group 2/ 0 to 19's service, work allocation and the performance monitoring and delivery reporting against the organisations strategy in relation to Childrens and Young Peoples services , business plan and efficiency programmes. Work collaboratively with internal and external stakeholders to support the delivery of organisational strategy project plans. In conjunction with service leads and relevant internal experts, co-ordinate the development of project plans, KPIs, Risks and Mitigations to ensure the robust project management and reporting against CityCare Strategy deliverables. Key Responsibilities The Project Manager will hold responsibility and accountability for: Apply knowledge and experience of delivery methodologies (e.g., Agile, PRINCE2) to support the PMO in establishing, monitoring, and improving policies, standards, and controls to support the effective delivery of projects and programmes and service development. Champion the PMO Service with stakeholders and colleagues, ensuring that practices demonstrate the benefit of the PMO to both service users and the organisation. Manage and maintain the portfolio risk & issue management process, providing objective and independent assessment of risks and issues using a tracking mechanism to enable a proactive resolution and escalation processes. Support the planning and designing of the programme and proactively monitoring its progress, resolving issues, and initiating appropriate corrective action. defining the programmes governance arrangements. Develop and maintain the project management framework, reporting and information systems, ensuring CityCare has a robust and effective project management office function. Managing the organisation wide portfolio reporting process, including creation of relevant strategic reports, working with stakeholders to generate high quality reporting content and development of reporting processes Support teams to ensure that the portfolio of tasks/projects is planned, managed, and delivered effectively. Support and inform the targeting of resources, implementation, and evaluation of the tasks/projects by providing high quality support including highly complex information and analysis, communications, and stakeholder management. Be a key member of the Business Team as well as supporting effective communication and stakeholder management, both internally and externally. Provide advice and expertise in project management, including programme planning, business cases, project documentation and programme and project delivery, operating models, best practice ways of working and other project management disciplines. Facilitate integrated working through encouraging a one-team approach to promote ownership throughout the organisation. Leadership Leads by example, acting as an accountable role model and project management expert for the organisation. Provides project management and leadership to clinical and operational projects, supporting the Senior Management team in making key strategic decisions. Supports the change management aspects of projects, requiring defined leadership skills to motivate, encourage and inspire staff to understand and accept service improvements when staff may be reluctant to change. Influences managers to enable the delivery of corrective action where project performance is not in accordance with objectives. Promotes and develops good working relationships, supporting high performance and standards of project delivery through cohesive and effective team working. Ensure the team and stakeholders have effective opportunities to contribute to the development of the project. Liaise with the Project Management Group to assure the overall direction and integrity of the project. Under the direction of the Deputy/ Assistant Director of Operations Care Group 2, the post holder will use their own initiative and decide how best to achieve desired results. Take responsibility for overall progress and use of resources and initiate corrective action where necessary. Manage, identify, and assess the main priorities, risks and issues associated with the project, including the development of contingency plans, and managing conflicting priorities between stakeholders with different expectations. The post holder has devolved authority to act within tolerances set by the Deputy/ Assistant Director of Operations Care Group 2 Project Management Group. Management and Delivery of Projects Managing competing pressures across multiple projects and workstreams, prioritising and responding to situations on a daily basis e.g., supporting delivery teams in the management of unexpected risk and ensuring outcomes are achieved. Effectively manage a portfolio of projects from initiation through to closure, working closely and co-operatively with Senior Responsible Officers, Responsible Officers and workstream leads in accordance with governance procedures and in line with organisational strategic objectives. Responsible for decisions that could affect other workstream areas and as such must be able to identify and map dependencies, enablers, benefits, and risks across complex project plans. Produces high quality and often-complex project documentation in accordance with project management methodologies. Be actively involved in the setting of the operational and strategic objectives of projects, clarifying the project scope with project sponsors and programme management in order to plan effectively. Assesses project feasibility and negotiate necessary amendments with the project Senior Responsible Officers and Responsible Officers. Manage, identify, and assess the main priorities including managing project conflicts. Required to support the Assistant Director of Business & Performance with the production of Board and Committee papers and reporting tools. Manages project risks and issues (including assessment, monitoring, and mitigation), using judgement to escalate as required as part of the risk and issue management process. Use agreed KPIs and relevant data to measure project performance.
