The role:
We are seeking a highly motivated and detail-oriented finance professional to join a Local Authority team in a pivotal role supporting the financial operations of key directorates. This is an exciting opportunity to contribute to the effective management of public resources by producing high-quality financial reports, supporting grant claims, and advising service managers on budget preparation and monitoring.
Key Accountabilities
Prepare and produce regular monitoring reports and management information within agreed timescales.
Collaborate with service managers on the preparation, discussion, and submission of monitoring reports and grant claims.
Provide financial updates and brief the Senior Accountant to support financial monitoring and the preparation of reports for Cabinet and Scrutiny Committee.
Coordinate and prepare budget estimates for designated service areas; assist the Finance Manager and Senior Accountant in broader budget-setting activities.
Prepare year-end accounts for assigned services and grants within the Economy and Environment and Corporate Services Directorates; support the Senior Accountant in producing outturn reports.
Maintain accurate grant accounts by identifying and correcting misposted income and expenditure.
Provide guidance on the financial coding structure to ensure consistent and accurate financial reporting.
Support services with the preparation of grant submissions and ensure compliance with financial requirements.
Monitor expenditure on grant-funded projects and prepare timely, accurate grant claims.
Represent the Finance Team in meetings, contributing financial insight and ensuring alignment with corporate objectives.
Skills:
Analytical skills, involving the ability to interpret complex financial data, use financial projection techniques and produce reports and statistical information.
Financial systems and associated accounting and financial procedures. For example OLAS, iTrent, Proactis or equivalent systems.
Knowledge of payroll and creditor functions.
Local authority budget setting, budget monitoring and accounts closure systems, processes and procedures.
Sound grasp of the core accountancy skills including Accountancy and Auditing Standards, SORP, IFRS, reconciliation procedures.
Understanding of Local Authority Financial Regulations and standing orders
